I have been trying to test out some of the dreadnought class ships in discovery singleplayer, but have not been able to, because there are no battleship or cruiser patrols like there is in multiplayer, is this meant to be like this?

Host yourself a multiplayer server. Far easier.

You mean LAN? If so is it possible to make the guard factions friendly enough so you can buy weapons off them, as the setting when you install the mod dont allow you to do that.

Use that when making your server. Run it along with FLServer. Make sure you match the parameters for both programs, otherwise it will not run.

If you get it done correctly, you will be able to modify pretty much everything regarding your character.

You can find cruiser patrols in Dundee, but of course, not a big challenge for a battleship.
