How so? All it means is that you'll have advance knowledge of something. You still need to go out and do stuff with that knowledge. All Smugglers have to do is avoid the Lanes and use Jumphole's and, while I might know what they're carrying, it won't help me track them down if they don't use the Trade Lanes.
As for being able to Scan pirates... well, there has to be some risk for the pirates right now, right? Despite what some of you may think, Pirates really shouldn't be so cocky when faced against Lawfuls. Of course, game mechanics say otherwise, but you get what I'm trying to say.

As far as I understand it, Cannon has said that at this point, no other faction is going to get this. It's a smart move, if I may say so. It gives a little extra something to Police Factions to breath new life into it and make it more appealing to join.
It will be interesting to see if the houses use these scans to update their criminal databases, without having actually encountered the person. I think it is fine if they do, we will see if smugglers can adapt to actually having to be sneaky.
On that note too, I wonder if the admins will pass FR5 based solely on this information. Contrary to the right says, it seems you don't need to directly interact with a person before you can have them FR5'd. Meaning these scans could be used in a similar fashion.
All in all, smugglers and other not so legal types will need to adapt. I say cheers. Great feature for the police which makes 100% sense.

This concerns me. Try smuggling through Kusari using only jump holes. Takes foreeeeeeeeeeeeeever!
I think the policy should be that you need an actual scan to give an FR5, not just in green letters.

Smuggling will get more difficult so there will be less smugglers. Simple as that. 'Adapting' will mean smuggling takes longer which lowers the $/min ratio which will have a discouraging effect. Whether that's a good or bad thing...who knows.
EDIT: How about boost some contraband sale prices?
That said, I really like this new technology. This will be a boon to the Police Factions.
And the guide is really good. I had no idea what it was all about until I read through this.
So now factionalised Junkers are forced to fly without a tag while they Smuggle.
If he flys across a trade lane, Like say crossing NY to get to Rochester then the LPI can scan him. (After noticing a Junker Tagged ship in the chat menu of cource). Then the Green letters are used as evidence to FR5 his ship.
The Alternative is to fly high or low, but wheres the chalenge in that. We dont come on line to fly alone and dodging the cops is all part of the fun. Now we have to dodge inanimate objects that criss cross the system as well.
I can see less than scruplious Police sitting by the Jumpholes while Scanning ships that use the gates remotly. Thus cutting off smugglers altogether.

I'm quite sure that most people have better things to do then that. xD
Also, I may be wrong, but I believe you can only use the Remote Scanning Tool if the person has recently used a Trade-lane or Gate. It might be good to have Cannon clarify.
