In Sigma-13 you have staging ground.
Those People are present there as well. And their presense has some logic so far.

Since when do Zoners shoot Outcasts just because they fly around in the Omegas? Because that would be totally new. Causing Problems against the Bretonians? Haha, good Joke. We are not even hostile to them and gladly help them against your Corsairs and other Folks. I see Jameson on that Screenshot above, and especially he has the best Reason to fly around the Omegas. You don't know them? Well you don't need/want to know them anyway.
