You are hitting an interesting point there. Less "but this needs to get into the next mod version too" surely would speed up the process.
But my main point for removing the Togo is that it doesn't really fit the dragons to be able to build them. The GMG support for the dragons is a rather new thing, so the existence of Mito itself as a huge shipyard (which we can only assume from the looks due to the lack of a full infocard) is something I'd question. Not to forget that it's kinda strange that a faction that bases out of dark asteroid fields is fielding larger capital ships at all.
Why try to justify something that is awkward instead of just removing it?
Strangely enough, the Togo was the first battleship I ever encountered on Disco. Fun times back in .84 when you could get all the way to Sigma-13 without seeing a single battleship. Even leaving Liberty without seeing a player controlled one is hard today:rolleyes:

Okay when do the Corsairs run out of resources to build more battleships than they have semen? The answer to both is never. Stop trolling about something you'll clueless about. Please no. The Blood Dragons do have the ability to maintain several capital ships. I said maintain because I hold they're unable to produce more at this moment.
The Royal Guard that formed the Blood Dragons escaped Kusari in ships of unknown type (Kusari lore is full of holes), so there is a slight possibility they could have a 500 year old Kusari battleship (but what good would that do inRP). They perhaps did, or still do, have the plans, but the Togo is nothing alike the Kusari Sumo, because years of similar but different cultural, political and military development had an affect on its design.

Maybe there should be NPC bombers in certain areas. If you check how many complaints there are about Gallic NPCs, I think it would work.
Anyway, people will always want what they don't/can't have.
Considering the ship is stats wise almost as bad as the zephyr, and a normal KNF bs would wipe the floor with one, id say it would be fine to do so. Their stats pretty much ensure it being used as an RP vessal since its both weak, undergunned, and a large ship, compared to things with equal armor and firepower.
A way to limit them could easily be giving them ZOI restrictions in the ID, such as a line stating that battleships may only move in kusari and sigma 13, perhaps.
When can I have an FA battleship to fight off those BD battleships? Hell or even a cruiser? If you are going to give certain unlawful factions caps because the head of the faction used to be an admin and got a stupid ship into the game, you should allow all factions to use the big caps.
