So if people are willing to join the keepers and play a nom, you can do it.
In this way the quality of the RP wont be harmed.
And, with that ID Squid suggested... If people don't know the way to RP as nomads, what would you consider relevant RP? If you can't do the nomad speech, how would you communicate?
Maybe the nomads can add a RP Drone to their lore? Drones,as you know, don't speak much, cannon fodder, mainstay of nomad forces and defenses. Spammed like hell, very limited telepathic ability.
It'd translate to a little stronger Morph with normal nomad guns.

There should be a nomad ID that you can buy, without having to join the keepers. There is not very much feedback on the keepers forum, and most will think it gets dull trying to become a nomad and quite at least trying. I have experienced this myself.
The Nomad ID should be purchase-able at Iota or the ravine.
A new nomad should have decent knowledge of nomad RP, and atleast able to say the things he want to a bit morphed, like. ** -"greets"~"OrangeFaced"- ** <--- that should be enough, if you want to play as nomad in the omicron's and maybe even the Omega's (for wild bases).
The nomad must be able to get nomad ships up to a bomber, and wild ships up to a gunboat. When a nomad want's to get a better ships it's up to the keepers and the Admins to consider the nomad his RP skills.

Nomad RP is the same in any ship(you can't roleplay a battleship with nomad personnel, because there's one nomad per ship, regardless of it's size).
You can become a nomad. There's the Nomad Trial ID.
I don't think anyone will want to analyze every persons Nomad RP capability. And Nomad RP is much more complicated than ''** -"greets"~"OrangeFaced"- **''. And I'd rather like having Keepers than mediocre Nomads.
Keepers, Wilde, Aoi Iseijin, Phantoms are something that can be called ''Premium'' factions. They have a certain load on their name. The fact that they're harder to get in to makes them attract more eyes. So they're really careful who they let in.

Personally, I'm perfectly fine with the system that the Keepers have now. The one and only reason why I may support some ideas mentioned here (of course, NO indie Nomad BSs, cruisers, GBs; morphs should be the only ships available for those who choose to play as nomads without joining the faction, but with proper tech and a little Trial ID buff, like mentioned by some people before me) is because the Order may (or may not; that depends on Keeper activity) have a hard time meeting their arch-enemy in game. So, I posted in the thread only as an Order player. Of course, all Keeper encounters I had were fun, but people can't be always online, I do realise that. It might be one of the reasons why the Order are accused of so-called "not doing their job".
I can perfectly understand your concerns, and I do agree with people who say that the buff of the Nomad Trial may not be the best idea. But it might have some benefits too, which I described in my previous post in this thread.
Note: this is merely my stance which may or may not be similar to Order| faction's position.
P.S.: and surely, no gunboats for Nomad indies. I'm not sure that even Assassins should be available, shoud a buff of Trial ID ever happen.
