I am glad to open this free congress in which we can discuss all our problems concerning the government of the Gallia and a problem in Taus.
For a start I want to thank leaders of The Council and Gallic Brigands fractions for their support in The Maquis development.
The most important problem for us is the difficult situation in Languedoc system. We didn't manage to hold her, but we have enough forces to strike blow in
heart of Gallia. Other houses have no such possibility as they are at war on borders, protecting civilians. We have all possibilities to make attack to battleship Montreuil in Ile-de-France system. It is the unique protection of the government of Gallia in the center.
The problem second for importance is diplomacy. All of us, forming the union, should understand that we should treats Outcasts equally. I advise to leave a neutrality for bigger safety. If we sign a truce, all forces of The Council can operate relatively only in of Gallia.
From for these hostilities we lose many forces.
The third, not less important problem is our union with Bretonia. Our commissioner of attacking operations counted that we can dissolve borders of Gallia, by means of this union. As to the relations with pirates of Bretonia and Corsairs, here I can tell only one. They aren't for us threat.
On it my report is complete, I wait for your answers for the solution of all questions.

Yes, certainly the unions should consist with advantage for both parties. In the near future we will make the contract on which we will fulfill all requirements.
Before we will be in the union with Bretonia, we need to make the truce contract with Outcasts as if we will conduct hostilities with them, we will have indistinct ideas of border.
There is opened a question in a neutrality of IMG and Gallia Royal Navy. It becomes a small barrier if we are going to use of the IMG bases. For this purpose the person from the Council which can carry out diplomacy with IMG is necessary to us how follows. If IMG Begins operations with Gallia Royal Navy, we will have more possibilities to destroy the enemy ships without loss.
The idea with IMG to us should be thought over, as too high probability to frame up them... And it isn't necessary for us.
We also should lift the union with Zoners. Some lines for it can be found in our long ago forgotten contract... Their Freeports are very important strategic points in Taus.
Mon dieu! the Council is not in such a situation that it need to ally, or even have a truce with those dangerous vile, doped, beings that think shooting ambassadors is fun. Not to mention the fact that none of them would kiss poor La Frog... Anyway, the official statement, as signed by the office of the Frog's legs soup:

Anybody also don't speak about a truce with them. Simply if all our forces are on one front: the front in Gallia. That at us much more possibility will win. I have the same opinion, Outcasts is relative. But concentrating on two fronts, it is improbable that you will hold both, dividing forces. And if all forces are on one front...
Your deviation isn't accepted, as the congress assumes discussion, our common problems, against our general enemy. I hope you will understand.

Klara, how can the Maquis expect assistance from the Council in the Languedoc system? You know very well that the Royalists have that system on a very tight watch, as it is the main gateway Gallia and the rest of Sirius. There is just no way a Council fleet could access the system at this time.
The Council, quite frankly, is on the back foot. They were hammered in Languedoc last year and got pushed to the edge of the Tau systems. Our establishment in the Roussillon system is fairing well with the support of the Bretonians, but the Council armada in Champagne is paralyzed - if they were to make an aggressive move toward the other Gallic border worlds, Royalist reinforcements from the Gallic Core would crush them. Likewise, a spearhead towards the Gallic Core would cause Gallic Border fleets to be recalled in their defense.
Put simply, any actions the Maquis might want to make behind the front lines, deep with in Gallic space... we will have to do on our own. We must play to our strengths, by striking hard and fast, and target supply convoys and capital ships without significant escorts. We will break their bodies and break their minds.

I perfectly understand, but according to the advice of our commissioner of offensive operations, we should attack Gallia Royal Navy not only from the center, but also outside.
These actions we should dissolve Gallia border concerning other houses.
Our councils not so simply should be perceived on a wind. But if The Council doesn't want to help us, all responsibility on overthrow of the government should be taken us on itself.
Seizing the moment, I want to learn your status, and the status of your fraction.

Faction? What faction? I am but a Maquisard, and for now, I operate on my own.
It is not that the Council will not help us. On the contrary, they will aid us as much as they can, but they cannot deploy their military assets in the unique way which only the Maquis are capable of doing.

But in Gallia only they have enough force, to destroy the most part of fleet of Gallia Royal Navy. I think you understand it. Our operations were, is now and will be. But we can't destroy a superiority in strength such part of fleet as The Council can make it.
Would you be so kind to leave it us to decide what et how are we able or willing to do with which part of our fleet, s'il vous plait? The Council not wanting to overthrow the government? Speak on your behalf, mademoiselle, or get your facts right beforehand. The Royal Navy, whether stationing most of their fleet in the Tau systems or not, is still keeping a significant garrison of ships in the core worlds for defense purposes. If you want to arrange some fireworks, it is up to you, but open assault is not an option here. We cannot help without risking Champagne.
Et non, we will not tolerate the presence of the Outcasts anywhere near our homes.
