After much deliberation, the Republic of Liberty has decided to accept the remuneration being offered by the Colonial Government. I would ask that both parties inform the court once settlement has been completed, so that this matter can finally be closed. I pray both parties keep in mind that the I.N.D. are still the original plaintiffs in this matter, and that this matter cannot be fully concluded until settlement is made between they and the Defendent. As the defendent and intervener-plaintiff have decided to settle the matter cooperatively and independent of court rulings, I need to know if this settlement is to also include the I.N.D., and if so, that the I.N.D. agrees with the settlement. If not, settlement between the plaintiff and defendent must happen separately, or the defendent abides by the original settlement ruling before I can close this matter.

We have decided to settle this matter out of court in a bilateral manner with the Colonial Republic. We also fully recognise that the original defendant was the Independent Neuralnet Division, and that a separate settlement will need to be made between the Colonial Republic and themselves.

I must object, quite strongly, to the fact that the Colonial Republic being allowed to settle seperate from the IND matter.
By allowing them to pay off the jailor, they escape the crime that put them in the dock in the first place.
I suggest that the Colonial Remnant first, and foremost, make reparation payments to the IND, BEFORE being allowed to make due payments to the Liberty Government, and BEFORE any sanctions against them are lifted.
Otherwise they will slip justice entirely.
The sum of Four hundred million will suffice, as well as a public apology to Mister Winchester for their defamation of Character against him.
If this does not materialize, the IND will not endorse any plea bargain to go ahead.
I find myself in agreement with Mr. Riche. Completion of settlement between the Liberty Government and the Colonial Republic prior to completion of settlement between the original plaintiff, the I.N.D. and the defendent, would cause a conflict in the enforcement of sanctions on the Colonial Republic that were put in place to bring a resolution to the matter. The Government and the Colonial Republic may continue settlement proceedings, but final completion, that being the delivery of restitution payments, is to be delayed until such a time as final settlement of the original matter is complete. All currently placed sanctioned are also to be continued until both settlements are completed.
