You're ignoring what I've pointed out.
If you're going to make a map that references the rules - BW, indy, EW are not labels for any system. Using the rules as a reference Penn is merely: Non House Space. Not BW. Not EW. Not Indy. Just: Non House Space. Same as Omicron Delta.
You aren't making a map that references the rules: You're making a map of your interpretation of the rules and the lore. Though you claim to not want an interpretation map.
Seems you aren't sure what you want or you think that your opinion ranks higher than everyone else, including that of the development team and admins.

It's not explicitly stated in the rules thread, but the consensus is that ZOI for the houses are the systems that touch a core house system. This is not interpretation of what ZOI should be, its what the consensus position holds it to be. The IDs refer to ZOI and the IDs are rule, so it's important. Following the consensus shouldn't get you sanctioned.
Outcast and Corsair ZOI is much less defined, and more worrisome from a ID/rules perspective. I used the faction supplied laws where available, and used consensus as additional input. I didn't restrict them with RP filters (eg, "don't do X in Liberty") because those are self-imposed RP limits on specific types of activity that may change later, and not a limit on the actual zone of influence that is available. I would much prefer an authoritative source for this as well, in the meantime this is what I have found to reference, and it's not interpretative.
Perhaps we can get some actual rules out of this. In the meantime I'm confident with using the consensus as data.

Thank you. The numbers next to the systems are there so you can find the coordinates from the list. For example if you want to go from Coronado (number 85) to Baffin (number 73) you will search the list for the number 85. Next to it there are the system's jumpholes coordinates. Number 73 is what you want and the coordinates are A,5/4,7.

My purpose was to make an updated map in which I could see the systems and their connections as they are in the game. With white background of course so printing would be easier since I like to print them. I did it for myself and since i had the map i wanted to share it. I don't want to replace the original map.
In my opinion wiki should say if a system is BW, EW, Independent or where it belongs in system's overview. At least the systems that lack this information. It is a role playing server and it is not clear which system belongs to each faction. At least for new players who want to join the server and have some fun without reading 100 posts to learn. I see veterans have some doubts..Imagine the new people.
For example wiki says that Alabama is the Guard System of the Xenos but nothing about what system it is. Like BW or EW. The map is not updated and the only place to see this kind of information for some systems is the wiki pages. Edinburgh is now controlled by Gallia and it belongs to Bretonia; This is why a new map showing the system's with their owners and the factions zoi is needed.
Now if there is a way to make one map which shows the systems with their current owner (rule/lore wise) and the faction's zoi it will be much better. If not, I can make two different maps.

Guard systems are undergoing a review. Currently there are different categories for systems:
Border Worlds
Independent Worlds
Edge Worlds
House Space
Guard Systems
Alabama is not a Border World, or Edge World. One could say it is an Independent system as no house government holds sway there. Just the Xenos.
So, my opinion, is that Guard systems that don't belong to the lawful factions (police, navy) are independent systems. Those belonging to the police and navy are house systems, albeit restricted access. For other examples:
Baffin - Indpendant
Omicron-74 - Edge
Molly Guard system - Indpendant
BAF Guard system - House
Just for comparison not for wagering. The house lawful guard systems are connected to core house systems, which makes them all BW in my spreadsheet (its because of proximity, not because of owner, but I imagine the owner determined their placement so its probably on purpose). This means they are within the house ZOI, but are not under the direct governance of the house, which seems correct to me (they belong to the faction not the house, but the house can still send aid and assistance).
Conversely all but two of the house unlawful guard systems are at least one system removed from core house systems, which makes them EW in my spreadsheet (again I suspect its on purpose that they are removed). These systems are not within the house government ZOI at all. They are truly self-contained, and the law cannot go there (according to the rules). The two exceptions are Londonderry connected to Dublin, and Tau-65 (GC) connected to Hokkaido, which seem to be necessary in both cases--they should be given exceptions but I did not want to interpret any of them.
Nope, lawful Guard systems are under the direct governance of the House. It's like saying the Liberty Navy is independent of the Liberty Government - they're not.
As to why they're only accessible by Jump Holes, and not well-defended Jump Gates: Igiss. (4.86 Virginia is the sane and notable exception.)
Also, you've miscounted. Unlawful Guard systems one jump from a House system (where said system is fully under the governance of that House): Londonderry (Mollys); Tau-65 (GC); Tottori (Hogosha); Tau-41 (FA); Luneburg (Bundschuh); Saar (LWB); Omega-54 (Hessians).
[I'd add Gallia, too, except there are no true Guard systems in Gallia - only "home" systems.]
