Well, it appears that now we do. Well, actually we don't, because there's very little in the way of RP going on with this "new breed" of nomad we're seeing lately. With all due respect to Treewyrm, (who hasn't updated his nomad RP in quite some time..), the rest of you, with the possible exception of 'Natura', are getting by with bloody murder... being secretive.. and not being held to the same standards of having to RP as the rest of us.
Yes, Yes, they have a dispensation from on high to play nomads.. God knows why, but I intend to find out.
Now, I would like some clarification on all of this really really soon, Or I will be your worst nightmare until I do.
Others have pointed this out before me, the cruisers are going to get whored to. Lets just make a Cruiser License while we are at it.

The Cruiser License is a special item that indicates its owner's right to fly a cruiser. Licenses are used both by lawful and unlawful factions to identify the ship's owner and alignment. The License can be purchased for 75 million credits on every planet or base that sells cruiser-class warships (Cruiser, Destroyers, Frigates, Battle-Cruisers, and others).
The Cruiser License is installed on each cruiser bound with a long-range scanner. This allows nearby ships to check if the License is valid.
Scan Range: 10000m
Cargo Scan Range: 3000m
At the risk of getting squashed in the crossfire, here's what I think.
Eppy, it sounds to me like you should qualify for an exception to the BS limit rule...not my call, of course, but that's what it seems like to me from what I've seen of you.
As for the rest of it...before we start to flip out about cruiser-whoring, etc, let's give it a chance and see how it actually ends up working, eh? People have put a lot of hard work into balancing it as best they can, and this is the result. I think it would be best to at least give it a week or two before too much more discussion on too many or too few capships.
I have a feeling it will be a 'wait until the next mod' unless we sort it now.
The way things look, the new rules look like caps will be whored even more than they are already.
Caps got whored a lot until people got wise and started using bombers effectively, like in the RM/TBH war.
Now, bombers are not as good, but caps retain efficiency. Mercs can't use them, true, but people will just buy RM, BAF or Corsair IDs to fly medium-sized capital ships against enemy fighters.
@Everyone: I've heard that the BS rule is "one BS per account". If "account" means "individual FLAM account", it seems a bit arbitrary and ridiculous. I think clarification is needed on the meaning of account, which also brings us back to the "no more than 2 system owning factions per account" debate we had a bit back. If the account rule is that arbitrary thing, it only works if we prohibit FLAM use.

Taurvi & Harbinger; Familiar to most people, well RPed.
Blitz; Semi regular flier, attacked Freeport 11, well RPed.
Starvation; Regular flier, well RPed
Magootachi; Nomad/Human hybrid, shoots NPC Nomads supposedly for RP purposes of collecting Nomad and Corsair pilot in hold
Experiment-009-Omicron; Escaped CRI experiment, still Nomad-like, views humans as its master along with Dom Kavash, hostile to all others. RP is implausible, yet at least above average.
[???]-Eye; Nomad watcher, RP is terrible, due to defending FP 11 and not acting as a watcher.
OZN; God knows what, bad RP, sanctioned, gone.
I do not wish to offend anyone, but the primary reason people who RP Nomads are secretive about it is because there is a stigma of "PVP Whore, OORP" attached to it, and many of these people (some of which are well respected) don't want that reputation.
Heck, I don't want to ignite a big political debate, but it's a bit like homosexuality. If anyone knows of other Nomads, could you please speak up and contribute?
@Everyone else: There is no point in having battleship IDs, except to check for other BS IDs, and that's just circular reasoning. It works just as well to increase the price of the battleship, or to put capships on Guard bases, or to keep the licenses but move them all to the Lost Battlestar.
If we are going to make a Cruiser License, why dont we make a Gunboat License while were at it! Heck lets make a fighter license too! Might as well remove the scanners...Whats the point of the Spyglass scanner if you cant user it?

If we still have a battleship problem we can tighten the rules a bit more. No biggie.
