Any screenshot someone submits of a docking violation is not going to work on chat logs alone, as they don't prove that any combat took place. Ideally you'd need a screenshot of a firefight and you being near enough to the fleeing target to see the dock message. Now if the second screenshot is taken by a cloaked ship he won't appear on that screenshot, and if he isn't there there's no way you'd know he saw you. You can't really be sanctioned for breaking a rule that as far as you were aware at the time you were never breaking. That's just not fair.

There is simply no way for you to know. Also any screenshot taken will show if the offending ship is cloaked or not.
alternately, mayhaps one of the Devs... if they have time, can add the word "Cloaked" to a time stamp for screenshots, to make things a bit easier to spot.

Ship uncloaks, takes SS of docking message seconds later after uncloaking effect is done. Problem?

Not sure how the admins will handle it, but claiming the reporter was cloaked should require them to disprove your claim for their "evidence" to remain valid.
This really is part of a larger problem of admins taking action on sanctions before allowing feedback or evidence against.
