Greetings, leaders and royals of the Kingdom of Bretonia. I.. am somewhat confused on a certain matter that has crossed the council's desk several times. You see, at times I receive fantastic news in reports and projects that involve cooperation between our two nations. Such as the BIS being allowed docking rights on one of our bases in exchange for commodities. We've also had some of our men stationed down there in order to keep out the more troublesome outcasts and to assist your forces when necessary. Though, at other times, I see that hostilities between us couldn't get any more intense. Why is this? We never declared war on you, and as far as I know neither have you to us. But, if that is in fact what you want.. It is not preferred among the Council of Dons and our people. And I highly doubt it to be wanted from your end. So, the main question here is what exactly is your stance towards us?
First, I would like to send you an apology for contacting you late. The reason is simple and its the War with Gallia, and the fact I wanted to personally send you this message. Second, I would like to talk with some of you about our future relations. We have much to discuss but it sould be done in person due to possible interception of this transmission.
Possible meeting location would be Newcastle - battleship MacDuff, where I assure you no harm will be done to you. To earn your trust I allow your escort to consist of One Ranseur, Two Stortas and four snubs of your preference, which can be parked near Cape Wrath Base.
I am eagerly awaiting your answer.

Alright then. We'll discuss this in detail through more private comms. The Council looks forward to further interaction.
I am sending my greetings to the Council of Dons again.
I am also happy about our conversation where we cleared a lot of issues and build a new and more stable image about our future affiliation.
Here are the terms for further outcast movement inside Bretonia space. These terms are for [101st] and trusted MNS captains chosen only by the Dons. Their names can be written down here and only those with permission from the Dons will have an option to stay and fight in Bretonia.

2. The Outcasts from [101st] and approved by the Council of Dons MNS capital ships may enter Leeds system to assist the Armed Forces in their battle against the Gallic Royal Navy.
3. (From 2.) If their presence is not required, The Outcasts from [101st] and approved by the Council of Dons MNS capital ships may send small scout teams to patrol system: Leeds while keeping most of their forces at Cape Wrath Base.
4. The Outcasts from [101st] and their trusted MNS capital ships are not allowed to enter deep in to Bretonia space with any MNS ship without proper permission from the Admiralty board of the Armed Forces.
5. Any Independent Outcast that is not going to follow these terms, open fire on the armed forces or turn his actions in to an act of piracy will be shot and treated as criminal.
I am waiting for your agreement.
