Good day sirs, madams,
I bring before your governments Health and Safety departments, a petition from Orbital Spa and Cruise to end the appalling state some money-hungry captains subject their passengers to.
Many transport captains will transport people in horrible conditions, by packing them into the cargo hold of regular ships instead of appropriately designed Liners. Taking advantage of passengers desperation, and giving decent space only to those who can pay extra for it, further depriving others.
Leading to scense such as this:
In short, we petition that in the name of Health and Safety, no ship be allowed to transport Humans except those able to do it in a Humane manner, these being:
The Civillian 2302 freighter
The Grizzly Liberty shuttle
The X shuttle
The Armoured Transport
Yachts
The Luxury Liner
The Royal Liner
Obviously we do not seek to apply this to the Armed forces, and prisoner transports.

As we are more often than not unaware of the interior design of a vessel, we are unable to say if each individual ship is capable of carrying human cargo in a safe manner. If this change were to take place, the approved list of vessels would have to extend to all ships with a internal cargo bays as opposed to the use of cargo 'pods'. Many vessels with an internal cargohold can easily be modified to have passenger compartments suitable for safe, if not comfortable, transport of humans.
If this policy were to be introduced, OSC would stand to gain a lot in terms of a potential monopoly in the human transport and travel market. Therefore, as well as ensuring that the fortunes of small businesses are left unaffected, it would be required that you partially finance the enforcement of such a ruling, recompensing us for the additional burden placed upon Liberty forces and the costs we incur as a result.
We would ask that you provide us with OSC's projected profits both with and without this ruling, preferably allowing this to be made publicly available, with a copy of your request to our government attached.

This is the exact reason we are demanding change the average ships cargo bay cleanliness is even unacceptable unless your ship is primarily built for Human Transportation Only, after a change like this its hard to make it back into a normal cargo bay, you'll need fire safty instructions the ability to walk around a ship unchallenged in an area and free..
This is something that simply cannot be checked via A Police officer of any state... This leaves only 5 million profit for Orbital Spa & Cruise per ship + that really only just pays for Engineering and Administration fee's we make profit on our resorts more than our ships because we understand our ships bring people to our resorts so there is no need for profit in a high stake.

We are pleased by your concern for health and safty. A commission will, of course, be set up to evaluate the situation you have talked about. Once that commission has delivered it's findings, and subequent commissions have been established to check the veracity of those findings, and of course, once the matter has gone through lengthy pre-vote analysis for political viability as well as legality.
