This is a message from Docteur Vincent Camwell, member of the council.
I regret to inform you that my entire research convoy was destroyed, whilst en route from Roussilon to Pennsylvania via Bretonia. However, the main reason i am informing you, is that an LPI gunboat (by the name of Neko-Chan) was responsible for the destruction of both vessels. According to the black box message the ship sent during its destruction, the LPI pilot said that the transport, which was clearly tagged and IDd as a council vessel, was a GRN spy, and gave two options:
1-Pay 5million credits and leave Liberty immediately
2-Die
As my department are very short in cash, the captain of my transport, [C]-CLSV-Un.Morse attempted first to reason with the LPI officer, explaining that the council are against the GRN, and are not hostile to the Liberty authorities. However, the pilot refused to acknowledge this, and so my transport captain had no choice but to attempt to escape, and leave liberty.(see top of this paragraph) However, the gunboat captain was merciless, and destroyed my fleeing transport, and then the other member of the convoy*.
A total of 6150 people were killed- 50 being the crew of the two ships, 6100 being passengers. And because of this appalling amount of casualties (which we had to pay a sum of credits to compensate for each family),not to mention the cost of the two transports, you have cost me, my department, and therefore the council, the sum of 110million credits.
I understand you will probably not be able to refund this amount, however, all i ask is that you discipline the pilot and teach him of the Sirian and Gallic lore, that should be a necessity if you are in a position of authority.

Your complaint has been duly noted, and I'm sorry to hear about your losses.
There is, however, unfortunately not all that much I can do in this case - at least not without more information, those "black box" readouts and images would indeed be helpful - as the officer in question here would by the letter of the law have all right to open fire upon your convoy after you tried to flee from the scene. Let's just say that attempting to run from the police because you, as far as I can see from what you've told me, didn't agree with his judgement is not such a bright idea, and doesn't make your response to him (i.e. fleeing) any less against the law. He was just trying to do his job and probably had his reasons for suspecting that you worked for the Gallic Crown, and from what you've presented to me here it doesn't seem like you tried all that much to convince him otherwise before you fled, identification papers notwithstanding.
If you don't want to get into trouble with the local law enforcement agencies you should perhaps listen to them instead of attempting to run from them. I personally wouldn't have expected a much of warm welcome if I had refused to cooperate with them, to be honest. Don't plan on getting any of that money back, in other words, as it seems to me like you lost a hundred and ten million credits and, unfortunately, quite a few lives, all of your own accord when you decided to run away from the police officer.
I will, of course, gladly assign someone to have closer look at your case if you can present some hard evidence or comms logs that I can work with. I could have misunderstood you, of course, so what you see above is only my initial response to what you've told me so far.

My initial message may have lead to the misconception that we had fled right away, and that we had not listened completely to everything said. I will send what data the black-box managed to send to me, and i can already tell you that the convoy started fleeing after the LPI pilot started shooting.
