Recent ceasing of hostilities due to various reasons did not lasted long. Due to foolish acts of ZA Hydra while his incursion into Omicron Mu, its captain and ship itself are sentenced to be branded enemies to The Order and marked to be killed on sight. I doubt negotiations will work this time, since its captain is incapable of any form of diplomacy.
ZA ships, including your warships are still banned from Order space while at it, until you can come up with something worth time of people inside High Command.
-That's unfortunete, If I may I first want to apologize for this little inccident, I don't know the full details as of yet but if any trasspassing has been confirmed the one responsible will be trialed in the hauge. I am looking for a proper justice, not a generalization of this matter. I also believe the Zoner's case and point was that these ship require massive zoner resources, and are in extremely limited supply. Its blatantly obvious that Captain Hydra has neither the resolve, experience, nor diplomatic skills to pilot one of these vessels, yet there he was, blasting away at things in Omicron Mu, OUR HOME SYSTEM.

With that said, The Zoners are allies of The Order. Your ships are well engineered, and drift eloquently amongst the stars. Your weapons suit the purposes of your culture, and compliment your ships. Since it was made clear that you Zoners did not want the Order to obtain a Nephilim class dreadnaught, or any of your ships and technology for that matter, claiming our Osiris' and our weapons were just fine for our "war mongering", I ask you the following:
Why in the bloody hell, would Captain Hydra need to "fix" his reputation with us?
Was it maybe to obtain our technology hmm? Maybe he wished to gain favorable status amongst our "Inferior" engineers and quartermasters eh? Or maybe, Its that the Zoners are only allied with us when its convenient to them yes?
The diplomatic cable, which was submitted above, clearly states all I have said above, by several different entities within your faction. On top of that, its clearly insinuated that we Order are nothing but blood thirsty, war mongers, exacting our will upon the galaxy.
And yet you fly a Zoner Dreadnaught into OUR HOME SYSTEM, and then tell the revered Overwatch Michal Golanski to stand down? Sir you are lucky he is only temporarily closing our borders to you, which, is oddly peaceful, considering that the actions of Captain Hydra have caused generational wars amongst other factions.
Finally, what gives you the right to dictate a place for a sitdown Mr. Dvir? What makes you think we would want you back within the heart of our controlled space, in a fighter or not, after Captain Hydra's actions in Omicron Mu in his Dreadnaught? Mr. Dvir, if anyone is hot-blooded, its you, as you blatantly deny that the Zoners have done anything wrong.
But since you wish to deny any wrong doing on Captain Hydra's part, instead throwing accusations and blame at us, how about I take my combined fleets and park them outside Livadia Shipyard, and surround every one of your freeports. That would be a perfectly justified yes? And seeing as I have complete freedom of action and am unrestricted, I'll just keep those fleets in place for a week or so. While I'm at it, why don't I take my Osiris and dock it on Livadia to "fix" my rep with you Zoners.

As for case of Hydra Nephilim-class, he had well chance to get out of Omicron Mu unscathed. I do not know what caused captain's to do so but he decided to insult my intelligence by starting to talk upon history of The Order and Omicron Mu. It has quickly devolved into whoever commands Hydra at the momenth to insult several officers of The Order and in doing so putting my patience to a test.
He paid the price and I assume he will come back again after his remarks. That is why I ordered my people to remove him out of the big picture for good should he return and cross our path. I will not risk any more of my agents to be potentially lost because of him.
Davids, also part of the Overwatch already has told you to propose something that could be worthwile for us to review and carry on with further negotiations. He said that as one of the highest ranked commanders with full authoritation, speaking on behalf of supreme commander of The Order - me - as I have asked him to do so. You ask for meeting in system you are not actually permitted within, full of people that might wish you harm. I believe Davids already has spoken to you, suggesting bringing useful to us supplies.
Until agreement can be made, no ZA warship of any size will be permitted to operate in Order controlled space. Violators will be escorted however arguing with local Order forces decreases chances of success... sometimes dramatically.
