I drew some map for this case. I'm green-yellow one, and a smuggler is a red one. Honestly, I thought that Xeno Relics are not forbidden. I didn't see how they looked like before, and since they were not in a contraband list written directly, I was clueless.
A smuggler who tried to approach Manhattan, at ~9k from me reversed his ship back and moved back. I immediately became suspicious of his actions. If someone runs away, they have something to hide. Well, I docked trade lane to allow him to be closer and then quickly returned seeing how he flies from the different side of a planet to dock but I blocked his docking access for inspection and he started to run away.
Contacting chief I discovered for sure, that Xeno Relics fall under artifacts and forbidden in Liberty.
I was able to catch it, and he decided to be a really tough shell to crack. Doubting like EVERY my word. Well, I discovered today some info that I assumed incorrectly and just for sure humored him and everything was verified from the chief. Still, he didn't believe my every word.
Well, that's difficulty being always undercover. Some people don't really sure if you are from the police. Though... I think it's not a problem exactly. Once I was piloting LPI-SWAT-Fort.Dix with enabled police lights and everything showing I'm from police, and I was mistaken for a pirate! how blind some people, you can't imagine.
That's why I always begin with "This is Liberty Police..." my every encounter to be not mistaken again. But apparently even this not enough for some people. I was able to persuade him dropping cargo more or less but he paid 4'000'000 fine only when the chief got annoyed by a bombardment of questions and personally arrived to beat some sense into him.
