Subj: Kill On Sight List
Sir,
I write this message with the intent of convincing you and the Deputy Chiefs that we need to start and make public a Kill On Sight list.
Too often a mercenary, a rogue (not LR) Liner, a smuggler, and other assorted criminals will come into Liberty space and decide to use LPI officers for some target practice, figure they can shoot their way out of a fine, or resist leaving Liberty space when ordered to do so figuring there is no sort of punishment for it and everybody will forget about it in a couple of days.
Currently, individual Officers have to maintain their own KOS lists on paper, not being able to share info among all Officers. One day an Officer will put him on his Individual KOS list, the next day the same Perp will go by another Officer who has no idea that he is KOS.
I am suggesting that Officers post their KOS listings in their patrol reports. You as the Chief, Deputy Chief, or designated individual approves the entry, that way people aren't being put on at random.
Criteria for making it to this list would be:
1. Unannounced attack upon an Officer
2. Destroying an Officer's ship while attempting to flee and avoid paying a fine.
3. Refusing to Leave liberty Space and destroying an Officers ship.
4. Any reasons that the Chief and Deputies state.
This list would not normally be used for those Criminal factions that we already deal with (Xeno's, Liberty Rogues, Lane Hackers), but the smugglers, mercenaries, freelancers, and other factions that commit crimes here.
If an individual sees the errors of His/Her/It's ways and wants removed from the list, A fine of x milliion (Fixed amount to be determined by the Chief and Deputies) would be paid to the LPI-Rikers for said removal. A probationary period of 10 days would be in effect. If Said individual screws up and lands back on the list, the listing could be permanent.
Another suggestion would be to share this list with the Liberty Navy and the Liberty Security Force. If that is to happen, then one more entry added to the listing would be : {Service}. Payment to be removed then
would be forwarded to the appropriate agency.
