Bonjour, ladies and gentlemen:

All attempts by NCC and by other parties to end this war in a diplomatic way, have been unsuccessful. All sides involved in military actions, or don't understand or don't want to understand. We assume our failure.

However, we don't sink with a defeat, but we continue trying to achieve unity and concord. Some factions, including our humble Church, we continue working to assist the most innocent victims of this conflict, the civilians.

Mr. Ted Prescot, Administrator of Freeport 101, has devised a totally selfless initiative of creating an Economic Fund of Subsidy for Victims of War, that the NCC intends to support with all possible means at its disposal.

The maximum amount of the fund will be 500 million SC, backed by the financial solvency of the brothers Zoners of Omega-15, which will be distributed among the victims, especially those who have lost everything, of course independent of the side on which they have had to suffer the conflict.

Possible rebuilding projects could be implemented in the future, if with His benevolence Deux allows us.
