Greetings Lads an Lass's,
Meh name is Finn McCool, ta head of Research and Development for ta Phoenix Zoners. Usually I spend most of meh time on Corinth, out in ta Omicrons, or on meh mobile research facilities and bringing meh research where it's needed.
Recently though, Ames Research Station fell under our wing, and as such, i'll be movin' majority of meh laboratories and facilities there to ta Phoenix labs, and will be co-administering ta station with Mr. Malrone. Since I'll be fresh from ta outer systems, I would like to formally state meh understanding and upholding of the Treaty of Bethlehem. Ah, I almost forgot. I am transmitting from meh database ta transmission from Ames to us regardin' the move to have Ames fall under ta Phoenix Research Wing.
As such, you'll be seein' meh more and more around. Matters that Mr. Malrone had with ya'll will continue as he still remains Co-Administrator of Ames. Though, should he need or request, I may have mehself or meh teams assist in research projects already under way, which could also means communications from mehself instead of Mr. Malrone. I hope this is acceptable to ya.
Now, to meh fellows within ta Liberty Navy,
During ta next few weeks, many ships will be bringin' in meh teams as well as laboratories to be stationed on Ames. In agreeance with Liberty Law, Section 3, Article 4, no ships classed as warships shall enter Liberty space. Please do be aware though lads, that some of meh mobile laboratories are aboard converted cruiser-class vessels. While I will keep in full agreeance with your law, these ships will need to be jumped directly into system in order to offload meh facilities and equipment. The reason though, that I direct this comm to ya as well, is that meh main research ship, the Nechtan, is where I conduct majority of meh research when away from the labs in Corinth and now of course Ames. This ship is a "Corvo" class cruiser, converted ta handle what some of meh smaller research vessels can't. As such, ya can understand that this ship is vital to meh teams and to ta Phoenix Research Wing.
As such, I would like to formally request that this vessel be allowed to fly through Liberty on rare occasions where I and meh teams need to leave our primary facilities on Ames, whether to fly back to Corinth and ta Omicrons, or to conduct research in some of ta neighboring systems. I understand this is a large request lads, and as such, I will share any findings that mehself or meh teams run across within ta systems in Liberty as a token of good faith. As I have also worked very hard to maintain a friendly stance to all I run across lads and lass's, here is proof of the Nechtan's IFF towards your military and police forces:
This ship is also marked a Phoenix vessel, so on your scanners you will see (\^/)Nechtan. Just makin' sure ya know which ship is under my authority lads!
As far as I know, that be all for now. I'm sure in ta future, there will be more dealin's and need for our cooperation on matters beyond ta Bethlehem treaty.

Your request is scheduled to be discussed by the Joint Chiefs in a matter of days. Keep in mind, we don't make a habit of granting cruisers access to Liberty core systems, so there will likely be alterations made to your proposal.
If you could elaborate on research you're conducting and how it'd be applicable to Liberty's needs, that'd help your case...if its something Liberty needs at the moment.
I appreciate ta prompt reply. I understand ya are no doubt busy with matters of more importance. I also understand ta discussion needed to determine whether or not a cruiser class vessel will be permitted, even if it is a research vessel lad.
As far as ta research being conducted, currently one project I'm about to undertake is research on ship cores and ta effects deep space travel have on them within systems scarcely populated, such as ta Omicrons where majority of ta Phoenix are located. Some continuin' research that I have been conductin' is on ta effects that foreign entities have on ship scanners and comm interference. Majority of this research has been conducted aboard ta Nechtan, as I'm able to study first hand ta effects various spacial anomalies have to meh equipment, as they are tuned to detect such slight variations. I believe some of this research may be of benefit to ta research branch of ta LSF, should they be interested.
I'll also be assistin' Mr. Malrone, ta co-administrator at Ames, with his continuin' research inta Dark Matter, as it is prevalent within ta Kepler system and surrounding systems.

I must once again apologise for the delay, the joint chiefs have been quite busy as of late and with the recent announcement that the Treaty of Bethlehem was being dismantled meant a small complication in this proposal.
Nonetheless, your request has been granted on a few conditions:
The "Nechtan" will remain at Ames Research Station and within the bounds of Kepler for the duration of the project
When venturing outside of Kepler, further into Liberty territory, a request must be made to a Primary Fleet officer on duty, stating the reason for the trip. If the request is granted, the Primary Fleet officer will escort the Nechtan and ensure the vessel adheres to the flight plan. Discretion to grant the request, as well as the right to terminate the flight plan at any time is left up to the officer/agent on duty.
A fortnightly update on the research conducted by the Phoenix Research Wing will be made to the Navy's Research and Development department.
If you agree to these conditions, the Nechtan will be granted a temporary permit to access Liberty sectors for thirty days. After such time, the permit will be reviewed.
I appreciate yer response to meh request. I was surprised with ta announcement that ta Treaty had been dismantled, but it is understandable given that those involved in it's creation are no more. Though, I do hope that an agreement can come soon between ta Zoners within the Liberty systems and ta Liberty Government. I will have a chat with ta other Administrator at Ames when I arrive, and perhaps we can arrange a meeting to discuss that topic further.
Now, regardin' meh ship, ta Nechtan and it's passage through ta Liberty systems. I do agree to ta conditions, though I do have meh own request as well lad, if I may be allowed. Mere adjustments or clarification regardin' your proposed conditions.

As such my proposed flight plan will be via Jumpholes through ta following systems: Kepler > Colorado > Ontario > California > Cortez. Such these flights will be frequent, I ask that ta Nechtan be allowed passage without escort, as I am sure there will be times when an Official from ta Liberty Navy will not be around. Strict adherence to this flight plan will be kept. Should ta need for deviation occur, an Official, should they be found, will be contacted, otherwise a direct comm to yerself will be made outlining the reason fer ta deviation along with navigational data. Regarding any other travel within ta Systems of Liberty, I will of course contact an official member of Liberty fer escort. Flight plans will be sent over to their nav computers fer review. I hope this condition can be agreed upon, as I would hate ta have meh research hindered because an official was too busy else where. Time is of critical importance with R&D lad, as I'm sure ya are aware.
