Say you've got this sweet gun you just bought from a manufacturer, and a criminal steals the same type of weapon from someone. Now there's one gun (yours) and the criminals (theirs). Now because you both possess the same kind of weapon you are equally struck by a bad deed (not from the party you got the weapon from).
The manufacture's status is unchanged.

I'm not sure I get it.
So, because the same weapon is owned by a criminal, all of those weapons, no matter who has them, are nerfed? That's what I understood.
Right now people from different organizations (both lawful and unlawful) can own the same tech to a certain degree. After that the powerplant nerfs start to take affect. I'm not sure what you're describing other than you'd like to see the nerf go away??
