If you are not with them, or other factions that hostiles with Junkers by default.

You're probably able to find Junker bribes on Liberty Rogue, or perhaps DSE bases. Look around.

Also in future, you might want to use a thread title that is specific and relevant, not general; that way you'll attract the people who know what you are asking and know the answer.
