Citizens of the Kasuka District of Planet New Tokyo are celebrating today as one of their own rises up to protect the people of Kusari as a newly established Hogosha.
The man in question, Tora Mitsukai, grew up in the poor district of Kasuka without ever knowing his mother or father. Living on the streets, he was subjected to crime on a daily basis, and observed first hand the ill effects that illegal drugs had on the people of kusari. At a young age, Tora took it upon himself to clean up Kasuka, becoming a vigilante law enforcer and running a small gang of like-minded individuals who raided and destroyed dozens of small cardamine distribution and smuggling centers in their district.
Tora Mitsukai received numerous commendations from the police forces of New Tokyo during his youth, and became extremely popular among the citizens of the planet - showing that even someone who had nothing but the clothes on his back could make a difference in today's world.
Last week, Tora's long-lost father - Toganin Meiyo, a powerful and wealthy Hogosha Boss - was killed during a battle with Blood Dragon terrorists in Honshu. Toganin's will stated that all of his wealth was to proceed to his illigitimate son - Tora Mitsukai - in the event of his death. Upon acquisition of the funds from his late father, Tora made substantial donations to the Kusaka community and the Kusari Police stationed on new tokyo, in addition to making a public speech from the Kusaka city hall:
"Konichiwa, good people of Tokyo, and thank you for hearing me today. I never knew my father, I never knew he was a member of the guardians of Kusari or why he seemingly abandoned me when I was a child. Now I know, I have read his will and I understand now that he did what he had to in order to better serve his people.
I have donated most of my inheritance to the people of Kasuka and New Tokyo, as well as the honorable Kusari Police. The meager amount of credits I have kept will be used to secure my standing within the Hogosha so that I may continue my father's work in making Kusari a cleaner, more prosperous nation for us all. I ask you all to continue fighting corruption, keep the people of Kusari clean of the filth distributed by the dishonorable outcasts, keep the influence of cardamine off of the streets!"
Tora Mitsukai's exit was met with an uproar of applause from the citizens in attendance. He has promised to do much for Kusari - but can one man single-handedly do so much? Only time will tell.
In his latest efforts to 'clean up' Kusari space, Tora Mitsukai has been assisting police and naval patrols throughout new tokyo, kyushu, shikoku, and honshu in the apprehension of illegal goods. He has also begun taxing foreign traders into kusari space, using the funds gained from this taxation to support the kusari economy and further the prosperity of it's people.
Last week, Tora used the last of his inheritance to procure a vessel from samura shipyards - a Kusari gunboat he dubbed the "Yamaneko". In a short public speech held shortly after the purchase of the vessel, Tora promised that it would be put to good use in defending the people of Kusari.
