The idea was taken from the old wing commander games where you had to fight ships that were made out of asteroids.
Basically, it'd fit any criminal group that heavily operates within an asteroid field, using the asteroid to disguise their ship both visually and to cut down sensor emissions. The asteroid 'shell' would also give the ship exceptionally high armor, but low manuverability.

And a couple pictures using default 3dsm textures (they look crappy but they kinda get the point across):
Perhaps instead of using an actual asteroid, you could have all the ship LOOK like at asteroid.
Just thougts.
"The thirteen saloons that had lined the one street of Seney had not left a trace. The foundations of the Mansion House hotel stuck up above the ground. The stone was chipped and split by the fire. It was all that was left of the town of Seney. Even the surface had been burned off the ground.
Nick looked at the burned-over stretch of hillside, where he had expected to find the scattered houses of the town and then walked down the railroad track to the bridge over the river. The river was there."
I can see its uses...
A specific form on each asteroid base...
flat green ones, ice shards, stone spheres...that said, the model needs lots of work...I'd take the model of an ingame asteroid and use that as a base.
If there was a way to make it harder to detect on sensors while you are in an asteroid field that would be great. Another thought, If it is going to primarilly operate in asteroid fields shouldnt armor take a hit for more maneuverability?

it's made out of dense, heavy rock... that's a lot of mass. More mass = slower turning, because it takes more power to move the ship.
As an ambush ship, agility wouldnt be a big issue anyways - you wait with two or three of these things for an unaware ship to pass by and then hit it out of nowhere with a few torpedoes (at least, that would be the RP approach, though it isnt executable in-game).
You ask me why Im weary, why I cant speak to you.
You blame me for my silence, say Its time I changed and grew.
But the war's still going on dear, and theres no end that I know...
And I cant say if were ever...
I cant say if were ever gonna be free.
