Because everyone wants to boss around and no one would willingly give up their position in order to "unite" under one leadership, unless it shares your vision.
Of course, this will never happen, but role playing your attempts to do it will be one of the actions this faction would take part to.
This has been already considered, there will be 5 representatives of the 5 houses and they will stay at their places and will be working on their part. Each house representative will have their field of experties, as an example the rheinland representativ knows the Rheinland ground, its territory, how the military works and at least 40% - 50% of their Roleplay and ZOI restrictions. The other members will RP as the Freelancers they are inside the faction. Also only the approved House representatives can meet with each other, it has to be connected with their ZOI, as an example the Bretonian representative can meet the Liberty one, or the Rheinland one can meet up with the Kusari, but he can't enter Liberty or Bretonia, which would be out of their ZOI. It gives the 5 leaders 2 seperate RP possibilities, 1st one as the house they're representing, the 2nd one as the Freelancer inside the faction.
