I have excellent news to report from a survey on Khorramshahr, or as almost everybody else calls it, Annacis. As the construction site of our new facility is cleared and being developed at an excellent speed I took a team of our staff out into the island to document the local flora and fauna for further research. During this expedition we discovered and documented plenty of new species that I will gradually publish reports of as more research is conducted. Brief mineral scans also revealed traces of tungsten and titanium, further prospecting is planned. Should you wish, you may come planetside and review our findings in the next expedition we plan to conduct, hopefully within the next two weeks - we are currently overloaded with the sheer mass of new data to process.
The most important and astounding of these discoveries, however, is a plant that contains opioids, which allow the manufacture of some of the of the most ancient narcotic substances known to man - I named the species 'Sahar' after my wife, fitting don't you think? If we are able to successfully cultivate and harvest (An menial task for our botanist) such a plant, we will have easy access to practically unlimited quantities of opiates such as morphine and codeine (Oh, also heroin, but um..we'll figure that part out later); this makes practically everything regarding medicine easier, we can now easily conduct medical procedures such as surgeries and provide painkillers for our troops with negligible effort. We can also export the pharmaceuticals synthesized from the plant, or smuggle them to rake in massive profits - though I would prefer to keep it a domestic product. I have managed to isolate a previously undiscovered opiate from this plant that I will detail in a separate document as you might find it quite boring.
Other flora have been discovered and are currently being tested for useful chemicals we can use, though so far most have proven to have more miscellaneous uses. Besides the flora, we documented multiple new animal species on the island, however only one has been observed sufficiently for a coherent report.
Šīr (Sh-EER) - The šīr is a mammal primarily found on the southernmost region of the island where the climate is hottest. Their diet appears to be primarily carnivorous, though we observed a few specimens consuming plant life. Their behaviour suggests quite an advanced intelligence for a mammal of their size; the specimens spent hours observing us and assessing whether or not we posed a threat from bushes and cave habitats prior to even revealing themselves in plain sight. They hunt in pairs, their method of hunting relies on (I can't believe I'm saying this) making what appears to be traps in a predesignated area. These traps I mentioned take the form of diagonally exhumed burrows held together by a sticky resin (Which I assume to be excreted from their skin or saliva) that almost exactly fits the dimensions of their body; the way they utilize these traps is by having one šīr chase the animal down a trapped area, the prey will fall into one of these traps and killed by the counterpart hunter lurking in adjacent brush. Their behaviour suggests a passive, calculated, and precise approach to situations, only resorting to hostility when a presence threatens their clan. Cameras placed around our camp site revealed that one night four šīr males entered the camp perimeter sniffing and brushing their tails against us as if house cats, we assume this display to be part of a process of familiarization and threat assessment in response to foreign stimuli.
So far our discoveries represent hardly a fraction of what more can be discovered out in the wilderness as well as the rest of the planet - history will be made on this paradise by our hand. Gloriam Natio.

Much appreciated, Harold, I take pride in our work. With the state's backing of our plans on Khorramshahr I'll be able to hire an extra team or two. Also in light of our rediscovery of opiates, I'm going to be in need of automated hydroponic components to construct a proper growing operation to get the smack flowing; as the facility and it's hangar are not completed yet. I can operate them and assemble them, I just need somebody to get them to me. I'll also need temporary landing pads and hydraulic machinery delivered to the site as we can still process the stuff at a reasonable rate but cannot export ship the product off planet easily, one or two pads for the Grizzlies (Do we have those yet?) will be enough until the facility is built which basically solves the problem itself. Whatever the case, if you could find the contractors for this job (That can keep their damned mouths shut) I'll write the charge off on the R&D budget.

Your fifty million credit budget does not include the production and export of highly addictive narcotics.

However, I will keep this in mind in case we ever need to send a very strong "*bleep* you, we'll make our own drugs" message to the Outcasts. I doubt that will be necessary though.
Landing pad materials should be en route soon. In the meantime, transfer via atmospheric travel from New Vancouver to Annacis is your best bet. And no, we don't have any Grizzlies on hand except for a couple experimental weapons testing platforms. They're as expensive as Pelicans are. Make do with standard civilian freighters. The IMG seems to have way too many of them on hand at Freeport 4. Way cheaper and have better cargo volume.

Harold,
You misunderstand my intent. While for all intents and purposes I am not a good person, I have no intent on smuggling heroin to some borderworld junkies. Instead, I hope to isolate and mass produce morphine, heroin (Which was formerly often used prescribed anesthetic following surgeries and injuries known as diacetylmorphine, pre-Sirius of course), and a new opioid I discovered in high quantities within the plant which I am currently trying to isolate. But I digress, I plan on harvesting the plant and supplying medical institutions within the NO with cheap easy to access stocks of these pharmaceuticals - I really hope you understand, if the substances are controlled within medical environments there is almost no risk of epidemic addiction. Once we have a supply chain established, we can ship these pharmaceuticals to all who need it; Zoners, the millions of refugees from the Gallic front, house military's, charities and the like - I have no intent of illegally smuggling these drugs, I can assure you. Think about it, we can become a beacon of medical research and academia by further researching the naturally occurring resources of our planet.

You have convinced me, but the Ministry of Health has decided to put opiate-based pharmaceuticals on a watchlist. They will be recording the destination and size of every shipment of said products just to make any "escapes" easier to track.
In addition, please begin production of non-narcotic "chill pills" as soon as possible.
