Admirals, this is a message from one of the common interceptors of smugglers in the New York system, based from the LNS Missouri. It has come to mine and the Captain and Wing Commander's attention that all smugglers we've encountered thus far have a very predictable evasion path and we wish to address it.
We've discovered that as soon as a smuggler is spotted and disrupted, they flee. No matter what is said, they will flee. It is my theory then that the order of how we engage be changed to disrupt on sight, lower their shields and hull to less than half, and THEN order them to stop. Otherwise, they will simply flee.
