you don't perceive it, you are perceiving their speed, not their acceleration. At the traffic lights, your brain does not have a sense that the car next to you is glowing red (faster than you) or glowing blue (slower than you) - you are only comparing speeds, every second. acceleration is a construct, an extrapolation of speed and time. As we sense things in the instant, and acceleration is the rate of change over time, by the very definition of 'sense', we cannot sense acceleration.
However, as a rational intelligent human, we can extrapolate it from known factors, but we can't look at a cloud racing across the sky and say "that cloud is moving 1.75 times faster than the cloud i saw yesterday"
