If I were to RP an AI That spoke in caps, :::[LIKE THIS]::: all the time, would people find it annoying?

Define robotic speech. Who said that robots use :::[<>]::: for their speech? I'd normally think that when communicating with Humans they would use normal speech.

If you write in all caps, people will quite fast stop taking you for anything. You'll be an annoyance at best soon enough and with some luck, people just ignore you. Worst case they'll shoot you down so you stop spamming their comm with capslock.
I'm using an "artificially enhanced" character too represented by using <...> and a "different way" of expressing. But other than that, it's regular speech, as that's what works best imho.

I had an AI that spoke in >> ALL-CAPS << back in 4.85 sometime; it wasn't received very well precisely because it spoke in all-caps at all times. I got complaints about exactly that every single time I flew it, so I switched to just using >> Normal capitalization << instead rather quickly. In other words: Yes, people do find it annoying.
Another thing to note is that capitalization doesn't really matter or contribute much at all to the RP you're doing. Or, in my opinion it shouldn't matter, at least. It's just extra fluff - I suppose it can be interpreted as an in-game equivalent to using 500px tall transmission bars for a few lines of text - so I'd personally stay away from it.
Like adding the nature of the sentence before the actual sentence in the speech.

I used to RP the same way as HK-47 (because, without a doubt, he's awesome), I've begun to stop doing that though, since it's a bit generic.
I like RPing like the krang from the newer TMNT.
