My name is Robert Carol d'Autoine and I am the Head Councilor of the Commonwealth, an ardent zoner organization which now inhabits the Freeport 10, and must I add, also occupying the administrative positions inside that same Freeport.
The reason I send this communique is the fact that we had the excellent pleasure of greeting a member of your organization at the Freeport 10. I believe he was flying by the... "Kitsune" insignia, if I recall correctly?
He notified us that the previous administrators of this Freeport had a variety of ongoing propositions and ventures going on in collaboration with you.
And as such, I would like to inquire whether it is possible for the prestigious draconic organization of yours to tell us of all the deals you had going with the previous administrators, which I am afraid, vanished just as those persons vanished as well.
I am looking forward to the probability of redeeming the said deals, should they prove to be of mutual benefit and a profitable venture to the prosperity of the Commonwealth.

It appears you've met one of our scattered expeditionary agents. And yes, we indeed did have admirable relations with the previous Administrator, mister Howard Lovecrepe. Our cooperation was such, that we even counted the Freeport's denizens as one of our few close friends, a most...uncommon case.
But I digress. You ask for details. The Kazoku had a troubled past to say the least, and most data was lost or otherwise corrupted.
All that I was able to find was this communique, a bit scrambled, due to outdated encryption methods from that time, but readable nontheless. Through this message, Administrator Lovecrepe negotiated delivery of materials for one of our projects. A project that is nearing its completion, nearly three years later. The timing of your message is...amusing, to say the least.
I hope this helps, Head Councilor. I would be eager to restart our trade with the Freeport, but seeing as there's many new faces in charge now, I am reluctant.
On the other hand, I could also be qualified as new, since I was not in charge of the Kazoku at the time of the cooperation, and I am willing to hear your proposals.
Your reluctance is understandable, monsieur. Trust has always been one of the hardest to obtain commodities known to the history of Sirius, and perhaps even the most valued.
Regardless, that is also a commodity which the Commonwealth would like to see it flow between our two fraternities.
Therefore, I would like to inquire of the condition of this project you have erected together with Monsieur Lovecrepe, and whether it is finished now or... on the contrary.
It would merely be courtesy, and quite the honourable endeavour as well, to finish what the previous administrator have started, and we deem that gesture as a right step.
Still, before I let myself catered by my eagerness and initiative in attempting to finish what the previous owner of the Freeport started, I would like to know your opinion to this... initiative I have presented, monsieur, so that, should you choose to accept our benevolence, we can dabble into more meticulous details.

Let me start with a bit of history first. During the Royal Guard exodus in 321. A.S, who fled Kusari space after their master, the last Shogun of the founding Hideyoshi dynasty was deposed in a Samura-backed military coup, several Togo-class vessels were reclaimed and taken to the infinite mists of the Crow.
The Togo, though a dated craft, is still an imposing vessel that through several overhauls and refits can once again become the harbinger of death it used to be. Many such vessels were lost, destroyed or otherwise dismantled for components, however several still remain.
The Izanagi-no-Okami is one such vessel. But it is not simply a warship, its also a piece of our family history, the legacy of our ancestors. Something that we would protect to the last man.
If you truly wish to finish what your predecessor had started, know that we are nearly done and require no more components or building materials. Therefore, the debt, if I could call it such, is paid.
However, I am interested in utilizing the Nagano connection and kickstarting trade with the Freeport. We are aware that the Freeport has access to cheap Niobium, a commodity which our home requires at times. And we, in return have a...cheap access to H-Fuel, which, I am sure is much less common in the Tau sector, due to the apparent distance from the source.
I must confess that I appreciate your desire to share with me a gist of the history of your people, your organization. It's always a fruitful ordeal to partake in such an exchange of cultural affinities and learn more about the different histories and cultures of Sirius, quite cosmopolitan, I dare say. Perhaps our two fraternities may dwell deeper into such luscious discussions in the future, monsieur?
But, allow me to return to the subject that lies under our grips, monsieur. Your proposition is undoubtedly something that the Commonwealth will consider as I am certain it would open economic opportunities of mutual benefit and convenience.
However, before I can give a definite answer to your proposition, there are some inquiries I have to put. Consider them as a desire for us to minimize inconvenient scenarios that would erect on both of our sides.
First of all, I assume that in order to access your trade hubs which sell H-Fuel, we may have to proceed through certain systems found under your jurisdiction. Chugoku, par example. The Commonwealth would like to ask whether the Watanabe Kazoku will provide a free direct highway for our fraternity.
Second of all, I am not familiar with the policies of the last administrator of the Freeport 10, but, the Commonwealth has a defined policy, or rules. We value secrecy and punctuality above anything else and those are the traits we guide our lives with.
I feel compelled to note that we can only maintain our agreements only as long as both parties of said proposition can maintain these two policies: secrecy, and punctuality. Whereas no third party shall ever find out about our deals, and no inconveniences shall be found from our part, we promise to offer this.
Therefore, I would like to know if your esteemed organization would agree to abide by our policies as well, while partaking in diplomatic deals with us?
Do excuse me, however, if this may have sounded blunt, monsieur, but this set of principles has so far guaranteed our survival in the harsh environment known as the taus, and the Commonwealth honours its principles and traditions especially if they are fundamental to our survival. They are... quite personal for us, I'd dare say.

You mirror my sentiments. Discretion and efficiency are paramount for any type of agreement. I assume you understand our position, locked in a unending war with the Kusari regime, and many other factions as well. Enemies are many, and allies are few.
We do not ask you to be our allies, of course, but we would appreciate if you maintained a certain level of discretion, and for your own sake, we will do the same. We are aware that you deal with many factions that we dislike, or even despise, but we are also aware that this is Zoner nature. As long as no information is leaked, and no deals revealed, we should both be fine.
We are of course, ready to provide safe passage through our sovereign space, so that your trade routes may be connected through our hubs. I could reserve some of my own personal time for the initial voyage, if you so desire.
I assure you that there is no organization which values secrecy and discretion as much as us, monsieur. After all, these are two of the rarest and finest commodities that Sirius has to offer, commodities which unfortunately are in short supply nowadays.
Another rare commodity is "understanding" , a commodity which, although rare, you have demonstrated that you possess in lavishing quantities, and for this, you have the Commonwealth's respect, and ardent compliments.
As for the initial voyage, I consider that five days shall be enough for us to prepare all the required logistical variables and such. I would however, require relay from your organization so that we can plan maximum efficiency accordingly, should you desire, monsieur.
Regardless, I shall make it certain that you will be updated about this.
