I am Sam Winters, captain of the ship Civilian.Aid. I am a freighter captain of an anonymous organization, which transports humanitarian supplies into warzones.
My organization earns funds through trading throughout Sirius and Gallia, and is NOT affiliated to any governments or corporations. Our main goal is to ease the suffering of the innocent civilian populace who got caught in war.
I hereby request permission to ship basic supplies (food, water, medicine) to the CIVILIAN bretonian population of planet Leeds, and ship refugees and casualties out from the planet. We shall NOT support any kind of "resistance" force present on the planet, and we do NOT support any kind of combat forces of either side. This mission is humanitarian only.
It has benefits to both sides:
– Bretonian civilians will be supplied with basic needs, thus they will not suffer from hunger or diseases as much as they do now.
– These civilians will not raid your supply convoys. I saw many things in the past wars. Hungry or sick civilians can get very desperate to supply themselves and their families. They will surely join the resistence to help them raid your storages. This can be avoided with this.
– Supplying clean water and medicine will decrease the incidence of diseases on the planet. An epidemic outbreak would very likely endanger the Gallic invasion forces as well.
– We shall ship out the civilian populace from the planet, which shall obviously decrease the Bretonian presence on the planet, making your invasion effort easier (and less people will remain to join any resistence).
I present the following terms:
From the Gallic Royal Navy:
– The ship with the callsign "Civilian.Aid" has free passage to Leeds, and won't be attacked by GRN or affiliated forces.
– The ship with the callsign "Civilian.Aid" has permission to make atmospheric entry to the Bretonian side of Leeds.
– The ship with the callsign "Civilian.Aid" has permission to ship food, water and medical supplies to the civilians of Leeds. The ship has permission to ship civilian passengers and injured people out from the planet.
From us:
– The ship with the callsign "Civilian.Aid" won't supply any kind of resistance forces on planet Leeds. Our crew shall directly distribute the supplies to the civilian, non-resistance population only.
– The crew of the ship with the callsign "Civilian.Aid" will not make any attempt to contact said resistance forces, We shall not accept any contact attempts from said resistance forces either.
– The ship with the callsign "Civilian.Aid" shall not ship any kind of military equipment to the Leeds system. The captain and crew will comply with any kind of scanning or boarding attempt by GRN or affiliated forces who wish to inspect the ship and its cargo.
– The ship with the callsign "Civilian.Aid" will bring non-military supplies to Royal Navy forces on Leeds, and will ship out casualties to core Gallic space.
Please tell me if you have any kind of issues with this proposal or the terms mentioned. We are willing to negotiate the terms if these terms are not acceptable by your Government. Please keep in mind this is only a humanitarian effort in wartime. We also accept any kind of Royal Navy supervision during this mission.

I see no need to make your matter more complicated than it is. The law is no respecter of persons. It applies to every man and woman who enters the Crown's space.
As an independent pilot, you are allowed entry to Gallic occupied territories to conduct your business, provided you uphold Gallic law. You have permission to land on planet Leeds through atmospheric entry points under Gallic control, only to deliver supplies to an official aid distribution camp of the Royal Navy.
They handle the distribution of supplies. Those who cooperate receive help, those who rebel have already signed their death warrant.
The patience we have for an anonymous organization is very small, and so is that of said aid distribution camps. They will not entrust you with the transport of refugees and casualties before you introduce yourself properly. You are denied entry to the Kingdom of Gallia without presenting a valid visa. Further, no supplies or refugees will cross the frontlines.
Should you be found acting contrary to these regulations, or supply the resistance with any form of military supplies, you will be dealt with accordingly.
Thank you for your answer. The organization's name is Aid for the Souls in Need (ASN), and it's office is located on Gran Canaria. My ship is the only vessel in the organization's service for now, and it is not even in the posession of said company. I am a Freelancer pilot, and I accepted the company's risky aid job because I share the same beliefs.
I accept your terms to enter Leeds via the Gallic entry points, but the company would require proof that the supplies are not confiscated by GRN marines and Bretonian and Gallic civilians equally get access to the supplies. If you send visual evidence regularly through the NeuralNet directly to the company's headquarters on Gran Canaria, that would be sufficient. They will contact you in this matter after we come to an arrangement here.
You mentioned that I need a valid visa to enter Gallia space. Could you point me to a neuralnet portal where I can obtain said visa to conduct business in Crown space? Also, if I am tasked by your ground forces to extract Gallic casualties, where should I ship them?

We are however surprised that you are making demands of the Navy and hence the King. We trust you will accept the word of the Kingdom if we tell you the aid is being sensibly distributed. It is to no ones benefit to harm citizens because of Bretonian military arrogance.
If your aid is genuine then we would expect casualties to be safely transported to a Gallic planet with appropriate hospital facilities, that would usually mean Planet Orleanis as it is closest, however any will do. If just looking for evacuation to an appropriate embarkation point then Gap Station in Dauphine can accommodate this function.

The Aid for the Souls in Need charity organization, despite being small and not very known, receives charity funds from all over Sirius, from megacorporations as well as general Sirius citizens. Thus there is a great pressure on the ASN to proove the proper utilization of these funds, as the money they collect is tax-free and cannot be used in any other manner as per the agreements the ASN made. However, this is politics and I'm just a ship captain, so I'll leave this matter to the managers and officials of ASN to deal with, I just relayed their request to you.
The casualties will be shipped to Planet Orleanais as you suggested.
