I'll skip pass the rest of the pleasantries, as you are aware, your War Cabinet had given Liberty, specifically the Liberty Armed Forces, even more specifically the Liberty Navy, authorization to use Bretonian ships and equipment, including capital class warships.
The LSF, for various reasons, has taken interest specifically in your Crecy class warships. This request will generally have the same parameters given by the War Cabinet to the Navy, however with some differences which will require the attention and presence of the BIS. Which is also the reason we didn't contact the Navy ourselves for any non-used hulls, our...needs are very specific and require a different variant of the aforementioned ship class.
Before anything, we were wondering if this would be, in fact, possible at all. Which is why the War Cabinet members have also been sent this communique rather than just the BIS, for, if we understand your command structure correctly, the Cabinet will have to approve beforehand.

I am M, director of MI5. This case will be handled by myself. I would like to correct you by stating that our link to the War Cabinet is mainly through the Minister of Defence. Meetings are regularly attended, so even this link is limited.
As to your reason for contact. A Crecy destroyer. I am baffled as to why you search for the vessels of a house embroiled in war, rather than those of your own. An insight into this is going to be highly helpful in your case. If your case proves worthwhile, then we would request one Liberty Assault BattleCruiser in return, to replace the destroyer that we may or may not send your way.

I thank you for the quick reply, Director, if War Cabinet approval is not required, then all the better for both ourselves and yourself, bureaucracy is almost always a limit to Intelligence operations in human history.
I believe you understood myself wrong, which is expected since I didn't give the details beforehand, I'd like to open up on that. We of course know of Bretonia's situation and we would not ask for one of of your own active Crecy-class Destroyers to be pulled from the front lines, nor would that specific type of Destroyer be of any use to us.
We had something more efficient in mind, we request the authorization as well as the required manpower (in ship engineers to oversee the general operation) to construct one of our own, without using your precious resources. Although as I have mentioned before, we require a special variant of the Crecy, one that I'm sure would be in use by the BIS itself, one that is more structured for long range intel operations and capable of operating alone in such parameters, the reason for this is that we do not want to waste time editing a front-line Crecy blueprint in order to transform it into something that suits our needs, it would save us a lot of time if we already had something similar.
We of course realize what we are asking for and I would like to state that these blueprints would only be used to construct your vessel class only two times, a prototype and the fully fledged Destroyer itself.
As for what you want in return, I am authorized to negotiate any deals. I was more expecting the request of a Siege Cruiser, however, in order to aid the Bretonian war effort, we would gladly accept the terms of a Battlecruiser. Liberty has quite a few in her reserves and upon the acceptance of our request, I'll have one transferred under your command immediately, allowing an instant boon to the Bretonian war effort whilst not draining any of your resources, since the Destroyer we request would be constructed by ourselves.

I am glad to hear you are willing to accept my request. It will help us dearly. Having spoken to Q, our most prominent Agent in engineering, he has assured me the blueprints can be modified to suit your needs and requirements. We will require, for the records, a report on testing made with the prototype, and what improvements are made to complete the "finished product".
I must also remind you of one thing, that being, this must be constructed within Liberty's borders, using Libertonian parts, by Libertonian engineers. If you require a delegation of engineers to oversee the project, then I will pass this on to Q. These plans must not be shared with the civilian population, especially in the current state of affairs. I'm sure you understand.

You need not worry about the blueprints getting "out", anywhere, just as much as we watch others, we also watch our own. There is no place more safer and electronically secure in all of Sirius than our own data-banks, I assure you. There is however a slight problem in your request, while I am authorized to bargain for our request, I however cannot comply with your request for a full "change log", as this would go against the very reason we requested the vessel in the first place, the LSF does not use capital vessels regularly and each one has it's own purpose which is guarded by a veil of secrecy and classification, they cannot operate without that veil, nor would they have a reason to.
As for overseeing the operation, we had only suggested that as an act of good faith, so you could see yourself that we wouldn't be using the blueprints for anything other than what we require. But if you do not require this guarantee then we wouldn't waste your own or your men's time for no reason due to security reasons. Our RD&A department is already quite competent in reverse engineering.
Other than that slight problem I mentioned, if there is nothing else, I have a squadron ready for departure to pick up the data personally from within Bretonian borders upon your agreement. I also have ordered one of our Battlecruisers in reserve to be rearmed and deployed to California, ready for the exchange.
