Recruit ID: Remove Gunboat and Transport allowance

Title says it all I think. There's no point to it with the restarts and it encourages new players to think they won't be noticed doing stupid stuff because we're not supposed to notice them in roleplay. Please adjust this ID for the next update.

The question is: who added those ships to Recruit ID? Because it wasn't supporting anything like that in before if I recall correctly.

Though if I wanted to re-purpose a character, I would love to have a "Don't shoot my dumb ass for now" ID.

Just get rid of it, it's completely unnecessary.

I've never, EVER, seen anyone using it, other than a new player in a transport/civi shuttle.

Never felt the need to use it myself either. Before all the restarts it was necessary, not anymore.

The problem here is also related to the name of the ID.

Due to the nature of our server, many new players mistake it for an IRP ID, rather than for what it is. Had quite a few encounters like that.
