We hire inexperienced Dragons through a third-party proxy to fly CSVs aimlessly, telling them that their CSV flying is to trick the Hogosha into an ambush, but they're really serving as a false target so our enemies instead shoot our other enemies.

Jokes aside, that happens with some Corsair and Outcast NPCs. Low-level ones drop Pirate pilots, high-level drop faction pilots.
It's easier to tell with the Corsairs and Outcasts because there's more ship variety. Not sure exactly how it works for Hogosha, but I'd assume it'd be based on weapon loadout.
They just float around in their CSVs forever being shot at, slowly being whittled away. Don't shoot them with anything but debs and a supernova anymore.
Ever killed a low level Outcast dagger? It drops a Pirate pilot.
Ever killed a low level Corsair legionaire? It drops a pirate pilot.
There are Hogosha pilots around, but not in every ship.
And don't kill HOGOSHA! WE KILLZ YA BACK THEN!
