How did they score that and what is the RP behind it?

There are groups of Outcasts who honour the Slomon K'Hara as spirits and/or guardians of their deceased ancestors in the Siniestre Cloud and the outskirts of Omicron 85. The stance of the Slomon K'Hara organisational body itself on these matters is presently unknown.
The reverence has been there since vanilla- the Outcasts send their dead heroes to the jumphole to Omicron 90, where (according to the Outcasts) the Nomads, or "guardian spirits" will protect them from would be grave-robbers. However, the spirits are easily angered by any intrusion toward their space (like Omicron 90 itself) and will defend their holdings. Plenty of rumors for that one.
The Nomad/Outcast real truce has been developed from this since the Keepers first appeared last... August or September I want to say. The Outcast players showed the appropriate reverence Malta rumors indicate they should, and in return the Keepers didn't blast them unless otherwise provoked.
From an Outcast point of view, the Keepers are the greatest of the spirits and are to be shown utmost respect- attacking a Keeper is a capital offense. To keep the Keepers and by extension the rest of the Nomads happy, the Outcasts forbid any attacks on the Nomads, as well as incursions into their space and the use of 'spirit weapons'. Militarily this comes as a way to keep the Nomads from rampaging straight through Omicron Alpha- their guard system is only two jumps away, and they fully control a system that is too close to Malta for comfort.
From the Nomad point of view, the Outcasts are valuable pawns- this particular brand of human doesn't attack and has on occasion worked with them rather than shoot, and helps keep people from harvesting Nomads for their weapons. Militarily the same thing goes through mindshare as through the conferences of the Maltese Navy High Command- keep the Outcasts from fighting them and adding a rather significant drain on military resources.
But it gets better.
As we've learned from the developer Nomad backstory, cardamine was designed by the Daam K'Vosh for the Nomads as part of their giant play pen- that is, the Sirius sector. It prolongs life and increases mental activity, but in humans happens to be narcotic as well as mildly contraceptive- better yet, cardamine-addicts are resistant to the bacteria Nomads utilize in their bodies; non-addicts are consumed if exposed (see the planet in the Nube Siniestre for an extreme example- even cardamine-addicts don't have the tolerance to survive that much bacteria). This is immensely useful for Nomad-human hybridization, and is also helpful in ensuring a more powerful symbiosis with Nomad 'incubi'.
I was mistaken though, the AI dosent fit them as neutral. If an OC and a Nomad NPC met a fight would ensue.

they are neutral with the French house. because the Lane Hackers are the spy-kinda people they sent out to watch the rest of Sirius.
Edit: in case you are taking this as a joke, it is very true

For the record, the Bundschuh are NOT allied with the Outcasts, despite the occasional claims of 'sair hordes in S-13 after their other targets die/flee in terror.
The Volksfront will even kick Outcasts and Corsairs alike out of Rheinland if you don't have an escort we trust (read: Rheinland Junkers, Red Hessians, LWB, Unioners (sometimes), other Bundschuh).
So no, the Outcasts can't ally with everyone. Just most. :P
I'm still waiting for Liberty to go nuts over Bretonia's cardamine policy, but certain people seem a bit braindead. Shucks, it would be great RP...
Quote:Q: It appears that Gallia had an extensive espionage network in Sirius. Do we know anything about the spies?
A: Espionage network was built by a well-known faction currently present in many areas of Sirius. This faction was initially founded in Gallia by a group of colonists who had anglo-saxon origins. Later, Gallic intelligence took the faction under close control. Presence of this faction was extended to Sirius, namely Bretonia and Liberty; nowadays, most members of this faction are completely unaware of its true origins and goals.
Backing up my earlier statement I found this statement by Igiss the big <strike>dog</strike> dragon himself.
An the lane Hacker are the only faction with Anglo-Saxon origin. It also operates primarily in Liberty and Bretonia. And i was the first to figure this out to. i posted it in the origional reunion thread. So there, ah is right.

Nice work. Good lord, Outcasts really are in it with the Frenchies...
My mind just had a metaphysical door slammed on it. Pardon me while I stare blankly and try to puzzle out how this works with the already insane Sirius diplomacy map. Damn you Interspace Commerce, you muck everything up! On that note, IC is behind on their donations to the Bundschuh... and probably to the GC as well.
