Yes, thus the term House, If the POB is in house space, you may not dock on it as a Zoner with those ships.

In other words, if I create a POB in New York and call it Freeport 1337, it would still not allow me to dock zoner cap or 5ker on it.

Wouldn't that entail, that if the affiliation of the POB is GMG, IMG or Zoner, then it would be legal to dock with a bigger transport? Otherwise, the rule is phrased wrong.

Well, I agree with this, it says Zoner can dock on IMG, GMG or Zoner bases, and this includes PoBs according to the wording.
Question is: must the PoB IFF be set to the specific one (IMG, GMG or Zoner), or it is enough if the base description says it is a Zoner PoB? Many people just does not give affiliation to their bases.
This excludes POBs because POB IFFs can be changed at will. Not to mention, Zoners don't have bases inside House space; that exception exists for Bethlehem Station in Pennsylvania.
