You're asking the wrong question. It's not WHO, it's WHAT. You see, Karlotta is a term that is most commonly used to tar anyone who doesn't agree with the ruling classes. The unfortunate soul is then promptly banned for great justice.

in all seriousness i would venture that he has a borderline MP disorder. he could be quite reasonable in one post and then turn into a massive duck in another.
And remember. He uses the mighty proxy magic and can't be banned at all. He...he lurks around, waiting to take and replace the soul of any aspiring young troll.
No, Karlotta is about Karlotta. It's everytime the same person.
Though, it's also used to generally refer to people arguing for the sake of arguing over a topic that's basically decided. Someone who does stand up to voice against any change so far that's been shown to the public before. Or voices against them after they had been put in place.
