I believe he wants to form it in response to Korrd's idea of the DDF. Notice DDF - DPF Almost the same. Discovery Defense Force, Discovery Pirate Force. Notice the complete copyness of Korrd's idea... Also why he has nothing to say but join! Because it has no real purpose but to be their "force" to fight everyone.
