I was reading a topic earlier about being caught with contraband and something struck me... What do the Lawfuls do with the slaves that have been taken from a smuggler? Surely they don't blow them up, technically it's "human life"... abet, a non-existent one, but for Role Play purposes, it's alive. So, what do we do with them?
If there's no solution is present, why not have a "safe haven" for freed slaves in every house. The base "buys" them for $0 (or $1 if there must be a value) and lawful players can commission people (probably a passing trader) to take them to the base (escorted of course). Plus, those "safe havens" may finally provide a good place to trade those food ration and water commodities to.
Please humor me and place my misplaced curiosity to rest.
Liberty sends the slaves to huntsville and sugarland as prisoners to perform hard labor in order to fuel the dying libertonian economy.
Rheinland probably turns them into soldiers for the military, or gives them cheap-paying jobs in the diamond mines to fund the rheinland economy (which is also dying).
In kusari, it depends on who gets ahold of them. I'm sure the KNF or KSP would try to 'free' them and either offer jobs within kusari or try to export them to liberty or rheinland. If the hogosha got ahold of them, they'd probably remain slaves and be sold or used for service to hogosha crimelords.
In bretonia, they'd probably be freed and offered decent jobs with BMM and planetform working manufacturing factories or mining facilities.
Good thing would be to call for friendly transport ship to move them to nearest base (or designated base that will accept so many slaves, mostly decided by faction RP).
Smuggler then should receive its punishment (by paying a fine)...
However, what happens if smuggler tries to run, and doesn't want to release the slaves? Some deadly force must be used on him, but destroying him should really be last resort. When near destruction smugglers may change their minds about releasing slaves...If not...well...innocent will die

If caught in Liberty, they are set free & 2 weeks later are cap whoring Manhattan in a shiny new Cruiser...

If caught in Rhienland space, hmm not sure what they would do with them..
If caught in Nomad space, The Wilde population just grew..

Liberty is a contradiction and simply corrupt. It was made that way in the original game.
The prison system runs at a profit so they try to 'encourage' as many people to go to prison as possible.
Those slaves have no records in Liberty or anywhere so they would be perfect for the prison system. They wouldn't have to worry about any legal things (Not that they do anyway)
I'd reccomend Interspace Bases have facilities to counsil ex-slaves, and set them up with their new lives. Interspace Commerce seems like the kind of organisation that would go for humanitarian persuits to improve their image and counterbalance the fact they've exploited citizens of the Houses for years (through forcing debts on Rland, Bret and Kus governments, when Gates and TLs where built).
There's an Interspace Base in every House, so why not? Stick similar facilities on a couple of Freeports and all the areas are covered.
How about saying that Interspace pay a sum of money for every slave freed, about half of the maximum buying price?
Alternatively, create an organisation/faction that deal liberating with transporting slaves to centres on Interspace Bases and Freeports.
There could be afew NPC patrols around, all carrying slaves, and an ID identical to the Trader ID, except that lawfuls don't confiscate their slaves.
