I've had traders open the trade window as a method to stall you from responding to an attack when they knew help was on the way.
I usually don't bother to even pirate anymore, I CD them in Chukugo, tell them to go through Honshu or I will kill them, and they usually comply, at least while I'm on.
You know what's really, truly amazing? The hostility pirates have to deal with from traders on trade runs. It should be different, but it seems that pirates are more wary of traders than the other way around. Not only do they get called names frequently (I got called a "prick" *tons* of times by different people while trying to RP, I reported it once but it didn't go through at all), traders use dirty tricks to try to run (like opening trade window then engaging cruise), switch to their battleships often just to get a kill message of two fighters, and have no compunction about rules lawyering. They also know the rules exceedingly well when it comes to their rights, and out of pure and sheer bitterness they always report the pirate in question for what can be regarded as a ridiculous rule if the pirate is unfortunate enough to slip up once. This ends with the pirate losing his equipment.
Treating "Halt" like it is not a demand is a ridiculous rule. It destroys RP, and encourages pirates to yell "2 mil or die" instead. Is that what the pirates should turn into? Allow the rules to grind their RP down? This should definitely go under admin discussion.
I havent pirated for a long time, but if all i see in this post is true , then i must consider myself lucky , i never caught any trader trying those tricks. I usually dont pirate near JHs though , maybe thats why ...
Usually i say halt , if they dont halt , fire a CD/Disrupt lane/both, if they still dont stop, i damage them as much as i possibly can without killing. From my expirience most traders stop at the 1s or 2nd step , some with more RP than others.
But thats besides the point... Why kill a trader ? If you kill them , they cant go through the same system for 4h isnt it ? Then , if they escape , just wait till they come back again ( since most of them just go through the same route over and over again) , and make sure they dont escape this time around.

4 hour rule does not apply to traders. You can however pirate them again if they come back.
