After the year 817 A.S., the Council of Dons stepped down to the official elected government body. The Consiglio dei Ministri (Council of Ministers) was soon confronted with the problem of missing pilots to replace ones lost in combat operations. It was quickly decided that solution to Outcast low birth rates is crucial to maintain operations in all zones of influence.
Project second genesis
At the date of 818-01-13, council reached the decision to start the Project second genesis (PSG). Twenty of most gifted geneticists, biochemists and bioengineers were included in this project to clone, improve and produce more people to serve as military pilots.
Last such attempt was made in the year 534 A.S. and it failed due to the lack of expertise in the field of human cloning process which was tabu for all other Sirius factions. It was found 5 months after PSG start-up that it was not the technology which failed, but Outcast genetic code alone was unsuitable for cloning process. Cardamine addiction mutated Outcast human genome in such degree that only around 40% of cloned human embryos survived the process, and only 2% of those survived the process of increased growth rate. Project was abandoned in 818-09-29 and it was considered not worth funding by the Council ministers.
Since increasing birthrates by cloning process was not an option. Council of ministers approved the creation of "La oficina diplomática de Malta". In other words diplomatic bureau of Malta. Its goal was (and is) to recruit pilots from organisations operating inside and on the borders of Outcast zone of influence. Once the organisations goals and operational restrictions were set, they were approved by Council of Ministers at date 818-12-04. Project itself was mostly oriented on positive propaganda, which attracted several freelancing (and few Zoner) pilots in addition to recruits drafted from captured pilot prisoners.
Those recruits made a fine addition to pilots escorting cardamine shipments on the most dangerous route from Malta to Liberty systems.
After the initial success, it was soon decided to further improve public relations of Maltese nation with other border world organisations. Several propaganda papers and communiques were released attracting more "renown" captains and pilots. Which was fine improvement in comparison to common soldiers of fortune, drafted in previous diplomatic campaigns.
Flotta Fruntiera
During the year 819 A.S. the numbers grew and hand to hand with common pilots even the number of captains. Since their expertise was too valuable to waste on cardamine export missions. They were assigned into first mixed assignment fleet named "Flotta Fruntiera" Border world fleet. Diplomatic bureau then negotiated with bases and factions outlining Outcast space. Goal was to reach an agreement with anyone willing to supply the fleet.
No permanent solution was found and the fleet is now supplied from Outcast bases in the region and in limited fashion from Zoner bases thanks to the contacts provided by Zoner captains in the fleet.
Fleet exists for only few months and project usefulness is still under observation. More data will be provided in the next file...
Flotta Fruntiera is founded on following statements:
General orders:
- Protect any Zoner or Outcast ship requesting assistance in the zone of influence.
- Stop and inspect any unfriendly cargo vessel for contraband in the zone of influence.
- Stop and question the intentions of all unfriendly military vessels encountered in the zone of influence.
- Enforce proper taxation of non-zoner, non-outcast miners in the zone of influence but prevent their destruction if it is not explicitly necessary.
- Protect trade routes in the zone of influence, prevent destruction of non-hostile cargo vessels if it is not explicitly necessary. Pirates are advised to tax passing ships in favour of destroying them.
- Non-hostile ships transporting cardamine should be provided with an escort within the zone of influence.

- Reasonable level of RP behaviour.
- Don't be a d**k, other players want to have fun as well.

From an official zoner faction (TAZ) standpoint, yeah... not going to happen.
we dont like when people try to use our stuff without having the courtesy to ask first (that is, if you are outcasts and not zoners). So you can nix that idea straight away. Otherwise any of your ships passing through Baffin might have a lot of problems......

As the current administration of Freeport 10, I don't remember anything like this. Perhaps you could somehow... refresh my mind... assuming that this indeed happened, of course. Is is undoubtedly that I will appreciate such a benevolent gesture of yours.

Just 3 questions:
a) Who is ruling what in BW systems? I got that Omicron-85 is strictly Ghosts turf. But I didn't find anything on Freeport 10 strict ownership here: wiki
b) Every gvmnt body has a diplomatic department. Outcast are working with Lane hackers, GC, Rouges etc. So they definitely have some diplomatic background (it just isn't mentioned in their backstroy). I will look into it and write some more about their diplomatic activity if you wish.
c) is 1 ID needed for non official factions as well? Since our group is composed mostly from casual players.

You shouldnt use the wiki. its way out of date.
a) hmm... well that depends who you talk to.
b) actual diplomacy might help, rather than stuff that hasnt happened.
c) Its an unwritten rule for non-official faction. when factions try to use more than one ID, the community really frowns upon it.
I edited the diplomatic part with Freeport 10 to appease Ed. I read the rest of wikia (even if it is obsolete) together with unofficial faction rules and few faction stories present in unofficial factions.
I removed the freelancer ID from the list because screw them. But I left the Zoner/Outcast as they are, for we play as friends and we play both. (As I said, casual play only, do not worry about your power struggles or anything)
