Consequences:
Don't threaten to report people, even when they break the rules. Just report them. The irony here is that the individual you were addressing probably has no idea what "REPORTING" means, but you are still not allowed to say that to someone on the server. Just submit the report and be done. Your bank account is a bit lighter and your cargo has been replaced with a sanction notice.
