an anti missile/torpedo weapon that would be short ranged, say 400m but would have a speed that would make it reach its target instantly. The weapon would have very little damage and would be suited only for taking out projectiles.

When fired in a scatter pattern, the sceen could protect from most projectiles comming from that direction.
This might allow for a support role of some type... perhaps a way for fighters to defend there escort.
Er the projection screen would be a nightmare for any close range ships. Plus swarms of missiles at high refire tend to cause some issues with lag, only when you reach a certain limit though.
Cruise Disruptors (Especially Train CD) are already excellent anti-missile/torpedo missiles. Just because it's skill-based and uses ammo there is no other point defence weps needed.
1 refire rate is hardly high, with about 1 second lifespan it doesn't really lag up the server... But that's a big BUT does it work?... and what's wrong with the CD?
