This is no bug. This ship here is a ship that one of the admins has been using the RP with, going under the name of [LPI]-Garrett's.Venator. I can assume you know who's venator that is. Not hard to explain. Garrett's been doing some RP with his A.D.M.I.N char recently involving the LPI. tl;dr Garrett wanted Coffee and the LPI had some but here are some RP links to do with this RP

The selection box seems to be a bit off, isn't that a selected NPC, but close to the Admin Venator?

Venator's selection box is offset.

This particular Venator has a Liberty VHF engine so I'd say it's either a bug or someone was playing with the NPC spawns.

P.S: Just noticed it's a BHG NPC with Liberty Police ID ...
