'The Ghosts' or simply 'Ghosts', is a alleged Terrorist Paramilitary group that is believed to exist across Sirius. Everything about the group, including their members, base of operations, technology and their motives are shrouded in secrecy.
'The Ghosts' earned their name through a series of attacks that happened between 817 to 820 A.S, the attacks used to happen out of nowhere, Intelligence Agencies could not trace the ships after each attack, as if they came and disappeared out of thin air.
Many modern conspiracy theories deny the existence of such a group. However, it is not entirely true due to the small amount of evidence of their sightings and attacks.
The Beginning
In the year 813 A.S, a new Liberty Navy Special Forces Taskforce, known as Taskforce STALKER, was made. The group was led by Markus Link, a battle-hardened Liberty Navy and a Lieutenant. The taskforce had 15 members in total, each with a specialist task that proved invaluable in any situation or battle. The taskforce was tasked with the infiltration of enemy factions and performing sabotage operations in hostile space, the team was hand-picked by the President. Their members were one of the best in the Navy, and so was this proved by their dangerous operations. Daring stories of the taskforce were told, which also turned out to be mostly true. The group also had a good reputation for thwarting 'Operation Rainbow' of the Rheinland Military, which was a large deployment of Rheinland forces right behind the enemy lines: Liberty Core Space. The force was badly damaged and heavy casualties were sustained, forcing the Rheinland Government to cancel the operation. This was crucial in the stalling of the Rheinland Military, preventing it from starting a war and delaying their efforts greatly.
The Taskforce had gotten more fame and respect than any other one in the entire Liberty Navy. However, two years later, the group performed another crucial operation against a Liberty Navy fleet that had gone rogue. Uncovering their plot for assassinating the president and putting a stop to them. The Taskforce was then highly accredited of their efforts in saving the president and stopping disastrous events. Markus Link was awarded the Lone Star for his efforts. Taskforce STALKER was supplied with new ships, experimental technology, weapons, and classified information within the LSF. The Taskforce was officially made into a independent LSF Taskforce.
However...after the award ceremony and the other ceremonies ended. The Taskforce suddenly disappeared...
The Sightings
Ever since the Taskforce disappeared, the government got hushed up and kept ignoring the enormous amounts of questions faced by them. The LSF and the Navy were acting as if it never existed and it was only a illusion. The Government kept making excuses of the group being disbanded, discharged, dissolved into other units. Or even saying that they were all K.I.A in a incident in the Zone 21 installation. The group's disappearance had caused such a large public outrage, that the President personally announced to the public that the Taskforce went M.I.A in a operation in the edge worlds, they forget out photographs and false videos that showed the remains of their ship floating in the Omicron Delta system. The public finally hushed down and went back to their normal lives forgetting about the group completely. It became a legacy.
However...this was not the end.
One year later, a series of disappearances happened, both with famous public figures, celebrities, important politicians, high ranking officers from the Liberty Navy, and normal citizens, these were known as the 'Bermuda Disappearances'. Many Conspiracy Theorists linked these disappearances to the Taskforce STALKER, they stated the group still existed and were responsible for these disappearances, believing the victim of disappearances were straight up assassinated, kidnapped, tortured to the extent they actually got brain washed.
The Government did deny these claims, stating that the group 'Had been destroyed long ago in Omicron Delta' and 'They should stop worrying about it and go on with their lives, the theorists disagreed, saying that the evidence shown could be false and could be of another group, as the Taskforce was equipped with experimental technologies and state of the art ships that were not always Libertonian, they refused as the wrecks shown in the evidence were of 'Guardians and Avengers', the group never flew such kind of ships as they preferred a more complex shipline.
Nonetheless, the Government refused it and stated that the ships were still armed with prototype weaponry, closing the case of the Taskforce completely and declaring all conspiracies 'False'. After a few months, the theorists also gave up, given that the people didn't listen to them and were trusting the government.
However, by late 816 A.S, a group of ships were sighted near the Magellan --> California gate, as the ships didn't give any response to the nearby automated check post that controlled all traffic into the system. It alerted San Diego Border Station, which in turn launched a fighter wing to investigate the scene. When they got to the other side, they saw what they described over comms as "A group of Raven's Talon's and Roc's, about 8 in total". They tried to scan for their cargo, but it kept failing for every ship they tried, they tried to hail them, but their communications kept failing, they finally scanned the ship's parts and other stuff, and it gave out weird signatures, it showed that the parts the ships were using were not seen before anywhere in Sirius. The Navy pilots got afraid, their commander hailed them for one last time.
They didn't respond...
The Commander ordered his wing to open fire, and the next thing that happened is unknown. San Diego suddenly lost the signals of the patrol, it showed a few last short spurts of signals in which screams and mayday was heard. The signals stopped, nothing more came along. The Border Station launched another wing to investigate, when they got there, there were debris floating around in space, burning wing parts and only one escape pod, which was badly damaged. The wing was destroyed, those unidentified ships were nowhere to be seen...
The sole surviving member of the fight told the others that, "After opening fire on them, they suddenly launched a lethal barrage of lasers and missiles, our ships were vaporized in a split second, we couldn't stand a chance.", the officials never found any black box, all evidence of their sighting was destroyed, the surviving escape pod's blackbox was so badly damaged it was rendered unreadable. The officials considered them as highly organized band of new ragtag pirates, and increased their patrols in the area.
This was yet not the end...
The Revelation
It was 817 A.S, the five houses were on the brink of war. Gallia had been found, and things were running rough for the governments and political parties which tried their best to ensure peace is kept between the houses.
There were numerous reports of agents of various Intelligence agencies working in houses foreign to them. Several conflicts took place on the borders of those houses, pirates ran around rampant and their activity increased every week. The state police and the militaries tried to keep law and order in their respective houses.
In the end, no one could prevent the wars that erupted, Liberty went against Rheinland, and Kusari went against Bretonia. Gallia landed onto Kusari and overthrew them by 818 A.S and so shifted the balance of power completely.However, there were some numerous sightings of unknown and strange ships suddenly entering a specific battle out of nowhere and attacking the 'winning' side, easily overpowering them and letting 'the weak' win.
Reports started springing up that the sightings of these ships have gotten more frequent, leading many to believe it is the fallen Taskforce STALKER. The Navy denied this, putting the blame on increased pirate activity and the Xenos. However, the attacks continued without any reduction, and thus led the various House Governments to increase the activity of their Intelligence Agencies.
By late 818 A.S, their activities slowly reduced until they came to a halt. The LSF and the M16 prepared a joint operation to assault Freeport 9, which they believed to be their main base of operations, the assault ended in a failure, as there were no one on board the Freeport that was one of the aggressors. They lost a total of 2 agents, which were shot by Corsairs, Outcasts, and other pirates on the Freeport.
By early 819 A.S, these 'Aggressors' returned, they showed their return by attacking the forces of the Rheinland Military invading Texas, this is also known to be the best evidence of the existence of this group. The Aggressors would do the usual 'stealth-hit-and-run' tactic, which destroyed much of the defending force: The Liberty Navy. It caused the Navy to retreat it's forces back to Norfolk for repairs. The Rheinland Military saw this opportunity and went in for a large attack on Houston. As they were preparing their forces, the 'Aggressors' attacked again, badly crippling the Military and causing them to retreat back to Hamburg. These attacks led to a delay in the war operation of both sides.
The Navy and the Military had started to fear the group. They nicknamed them ‘The Ghosts', a force so sinister and powerful that, it can only be described as supernatural.
Ever since those attacks, the public got aware of 'The Ghosts' existence, causing Conspiracy Theorists to rise again, and link 'The Ghosts' to the Taskforce STALKER. The Government, fearing public outcry and protest. Decided to double the amount of patrols, fleets, security, and other bases. They officially issued the construction of new installations of weapon platforms across Liberty space. By now, 'The Ghosts' are still shrouded in secrecy, and some people question if the group does even really exist or The Government is just making up more conspiracies. After The Libertonian Government issued the new orders, Bretonia and Kusari followed suit and did the same, as attacks also happened in these houses before.

Objectives of The Ghosts
-- Remove the ever-growing threat of corruption within the Houses, by carrying out Assassinations if necessary.
-- Protect the lives of the civilians of every House, by performing large scale attacks on invasion forces if necessary.
-- Removal of the Nomads and the Wilde from Sirius. By carrying out chemical attacks on their 'Lairs' if necessary.
-- Exposure of Alaska and other experimental projects carried out by the Liberty Navy, The Liberty Security Force, and the Liberty Police Incorporated.
The Ghosts use stealth and covert tactics to attack a specific target on the mission, a Ghost will always withdraw if his ship gets badly damaged. The Ghosts are vigilants and should be at all costs.
The operations of the Ghosts ensure the deaths of thousands of civilians is prevented, by stopping this power-hungry governments dead in their tracks. Assassinations are usually carried out on the politicians who are power-hungry and want to abuse their freedom.

Ghost Commander
The Commander is the Leader of The Ghosts, he proved his skills to be greatly powerful and so perfect that he gets to lead what he is a part of. The Commander makes all the big decisions and chooses the next mission and assigns it to a team. The current Commander is Markus Link.
Ghost Coordinator
The Field Coordinator is effectively the second-in-command of The Ghosts, it is the Field Coordinator's job to provide assistance and intel for the next mission, it is also his responsibility to keep in touch with the team send on a mission. The current Field Coordinator is 'Snake Eyes'.
Ghost Veteran
Veterans are soldiers which have proved themselves to The Ghosts, they are skilled enough to be made into informatives. A veteran can handle himself on the field and take care of the situation if a problem arises.
Ghost Agent
The Agents are the lifeblood of The Ghosts. They are the ones who keep this force alive and they are the ones who brought this reputation to the Ghosts. They are usually led in battle by a Veteran or a agent who is worthy to lead the group in case a Veteran gets out of charge, or dies.
Ghost Rookie
The Rookie is a new addition to team, usually not fully trained, they undergo a 2-week training and then they are shifted over to the 'Agent' rank.
To expand on Savas' points, it might do to start small. For example, limit yourself to a ZoI of Magellan-Leeds-California; those kind of border areas between. In doing this, you would have goals to work toward, like expanding your operations to be able to assassinate members of certain House governments, etc.
Strictly from a RP standpoint (I know it's entirely possible in-game), I think it's unlikely that you'd be BFFs with enough people to pass unrestricted, undetected, and unhindered through House and un/quasi-lawful space. I appreciate the stealth/rogue special ops aspect, but some station along the way would stop you.
SO. That all goes to say: take it easy. Start small, expand from there. It gives you opportunities to strike deals with other factions (to allow the aforementioned traffic), which will lead to further RP opportunities to perform your goals in distant space.
If you start with nothing, that lets you work toward everything! A Sector-wide ZoI may sound excellent and freeing, but speaking from experience, it makes the faction grow dull very quickly.
Otherwise, I think this idea has some really great pulpy potential and I look forward to how you guys develop!

1) After the award ceremony ended, the taskforce was to be deployed into the Omicrons to catch live nomad specimen for research purposes. Markus Link (The leader) found out that it was a hoax to get some infected agents and soldiers so they could perform experiments on them. Link convinced the team about this, and when they were deployed, they simply changed transponders, cut their transmissions and signals, and escaped into the Sigmas.
2) The Taskforce had gotten prototype and experimental tech from the LSF, when the team escaped, they took it all with them. It included powerful scanners and tracking devices and weapons and ship parts never used before in Liberty.
3) As I haven't updated it yet, they are supplied by Ageira Technologies (NPC faction) They get cash and access to newly made weaponry and technology.
4) The Ghosts usually try to gain the trust of the person they want to recruit, then offer them one day. Usually 96% of those asked accept the offer, those who refuse provide The Ghosts with some intel and cash. The ones who refuse and try to tell someone else, are killed.
5)They don't have a permanent base of operations, they keep moving from place to place to avoid detection. They have at least two border worlds gunboats which are used for extraction of soldiers after a certain mission.

The Ghosts currently have a Sirius-Wide ZoI, but their operations are limited to Bretonia and Liberty currently due to their size and how inRP expanding their operations would be difficult. The Ghosts are trying to thwart the Gallic from Leeds and from Magellan, and their endless hit list is still there
