Okay, so I just started up a new character who pilots a gunboat. I plan on making this character an unlawful on the outcast side of things. While going to get my Freelancer ID, I read it's description, and left me iffy about getting it.. I read the Mercenary description, and it seemed to better fit what I am doing. Here's what both ID's said:
The reason I ask this, is because I was going to get a Freelancer tag to show I'm a cut above most Freelancer's, but after seeing this, I'm leaning towards the "No tagged mercenary thing" (Not that that's bad, but it helps to have a tag..)
In my opinion I would say Mercenary. Mainly due to you saying "I plan on making this character an unlawful on the outcast side of things." The last line in the Freelancer ID says about NOT commiting piracy which, again, in my opinion, also forbid doing anything unlawfully. Whereas the Mercenary ID grants you to do lawful and unlawful things.
Because of the way it is worded, Freelancer seems to have a lawful connotation to it. If it were to be reworded, then it would be alright for unlawful use, but until then, I think it'd be better to be a Mercenary.

Merc ID works best but don't plan on having the Outcasts be all lovey dovey toward you till you prove yourself. We've been shot at a few too many times by merc. Ideally you should announce yourself in system chat when you are in Alpha so that we don't get all suspecious of you lurking around. Oh, and if you want to be with the Outcasts use the Outcast/Allies guns.
Why not just go for a generic pirate ID? I don't know much about your character, but from what I get he is a pirate, though hasn't decided to join one of the various pirate factions yet (or deliberately doesn't do so); you want to use a GB, which a generic pirate ID does allow (at least it did last time I checked); as long as you don't want to maintain a at least semi-neutral state towards the lawful factions, a generic ID should be fine.
