The only ship I know that cannot tractor is the Nomad Indie ID.

Your ID also has the function of the tractor beam. Tractor beams as single don't exist in this mod.
By the way, I advise you to read the restriction and allowances of your ID. You may not use some ships with some IDs, for example you can't fly cruisers and larger with a Freelancer ID. You may not shoot at other players out of your ZOI (zone of influence), which is listed below. Freelancer ID has an infinite ZOI, while Bretonian Armed Forces ID has only Bretonia and neighbouring systems as its ZOI.
Also, some IDs will cause your ships to get reduced power regeneration, because this is a role-play server (if you ask what's role-play, I'd like to make a separate post, since the explanation isn't very short, shorter than this, but still not short). You can't have a Rheinland fighter with a Liberty Navy ID for example, because Rheinland and Liberty are at war, and that is regulated by reducing the ship's power regeneration to 10%, if it mounts a horribly wrong ID (although the quantity remains the same, only regeneration is nerfed). Nomad ships get only 1% power with human IDs. Bretonian ships get 90% power with Liberty Navy ID (because they are allies and share technology). Bretonian ships get 100% power with BAF ID. Here is the technology compatibility table, for more info. Same with guns.
Additionally, if you, for example, use a Bretonian ship with a Liberty Navy ID without permission (you ask for permission on the Communication Channel, in-role-play), Bretonia will consider you stealing their ships, so better just use ships of the same faction whose ID you have. If you are not using a ship that your ID says you may not use, nobody can sanction you, but they can shoot you if you are "stealing" their ships. If you have a Pirate ID, that doesn't matter, since they'd shoot you anyways. It has horrible nerfs for lawful ships, though. Mostly 10%.
Transports are often free for wide usage, though. For example, you may use the Percheron (a Bretonian transport) with a Freelancer ID. However, you may not use the Shire, but only because it has 4,200 cargo hold, while Freelancer ID allows maximum 3,600.
