We would like to know what distinctions you have made between these groups, and why.
For our side, our Membres and Aspirants have time and again run across these self-called Congressmen running material supplies to the Maltese; and often, if they dare to come back through the Taus, their drug back to Sirius. Only a year ago we investigated and unrooted a directed campaign by them to flood the market of Gallia with the substance. We have seen little of them in Gallia since we brought light to these actions, but we frequently see them plague Sirius.
Only last night, as you will see, such behavior was demonstrated by them. On top of this, the shipment was actively defended by Outcasts you may recognize. I'm afraid that I lost my ship while waiting for Madame Maxim to return to safety, but fortunately I ejected just outside of your docking bay. The following is what we were able to collect on the incident in question.

As for you inquiry, no, we do not. The material support I referenced was about war material; most typically what could be classified as Premium Scrap. As each piece of salvage is potentially another sniffer vessel operational and hunting innocents, we see even this as a vast threat to the well being of those in Sirius and Gallia. We are of course most interested in this operation of yours, and look forward to an outline of the parameters involved in its fulfillment. We will definitely make it a top priority!
And speaking of priorities, perhaps you can assist us in one of ours? We have recently discovered the Junker's Congress has obtained, by means unknown, a l'Ane class transport; a ship we had a hand in producing. Needless to say, we want it back. The thought that a vessel of ours would be used to haul the sniffer weed or support their operations offends us to the core of our Corsican hearts. If you see the vessel, we would ask that you attempt to persuade the capitaine to return it peaceably to a location we can retrieve it from.

Worrying news is what you bring. The Guild analysts had previously stated that this huge demand for Scrap Metal would be short lived, but they have failed in their conclusions. It seems that Scrap heading to Tau 37 and Alpha again (or still) is high on the list of a lot of debased creatures.
The Board of Guildmasters is concerned about the development and has advised to get better insights into this matter.
Therefore, I have a change to the 100,000,000 information bounty: it is open to all Junker vessels that you encounter. A list of smugglers that your agents know are associated with the enemy would come in handy for the Guild's own effort at battling the smuggler threat.
For proof, a simply cargo scan will do. Name and cargo is enough for us to put him onto our Border Tracking list and call the Guild's Border Patrol onto these. It's time to step up to that fight.
Furthermore, we will be looking out for your lost transport. I would suggest that the IMG could be a mediator on a diplomatic level. Once sufficient evidence is in our hands to confront them, a demand could be the return of your craft, in return for something else again.
We will see, but yes: We will impound this ship in case it touches down on an IMG station.

Your offer to be a mediator is appreciated, though we fear such measures may be past taking. A patrol of ours was assaulted by several Congress vessels last night while already dealing with another threat. The majority of the hostile vessels were driven off or destroyed, however one of them took refuge on Java Station. As they had been spotted coming from the direction of Cali Base, we thought it best to let you handle this pilot if you run across him in your own way.
You have to understand the diplomacy between Junkers and the IMG: Do not want them as enemies. Adding too much pressure, would drive them entirely into the arms of the Outcast enemy, causing more damage to us and to all those captives that they transport, as well as all these Cardamine addicts in the long run. Furthermore it would strengthen our main foe.
Therefore, I will still have to push for a diplomatic solution that allows them to preserve their dignity, but on the other hand sends a clear signal that we might close our eyes on minor activities, but cannot ignore large scale pro-Outcast activities and violate basic human rights like freedom.
To be able to do that, I would ask you to collect even more information. I saw the claims on the board and a good bonus to these will be added.
