Does anyone still use it? I remember the hype about it, but today I hardly see anyone using it.

All the time! I try to make it a habit to set one of those up for each of my vessels. Sadly I don't think anyone checks it though anymore.

I am pretty sure that it is similar to the infocards about bases and such. You get to describe about your ship and when someone has you targeted and type "/showinfo" the description you gave will pop up in a similar fashion to that of the bases.

That is what I saw in Conn a few times.
