We do not like the idea of an installation in our backyard not giving us docking rights. It is within both of our interests that you give us docking rights to your station as it will help us protect you and your base from alien threats.

The Spaceport has long story and mainly it was built to fuel our research groups and explorer missions into unknown space. Furthermore, if I am not mistaken - the PSP was built long before than Capetown existed in Omicron Zeta region.
We understand harshness of this area, but antagonism of humanity to each other sometimes more dangerous than alien presence, especially when it comes to relationship between Hunters Guild and The Order... Which resulted fall of Toledo.
So, we decided to remain our status quo in this conflict and stay out of the clueless war.

Firstly, we are not the Hunters Guild, we are The Core. We are however, the only form of structured law enforcement within the Omicrons. As such, we expect that all Zoner installations would provide us with docking permissions in order for us to enforce law and order.
The war may be clueless to you, but in that regard your opinion is irrelevant. I won't make you pick sides, I am not asking you to do that at all. I am however asking that you provide docking permissions for us on your station so that firstly we know you and your installation can be trusted and secondly so that we can help keep your installation safe from danger.
Your best way to stay out is to not obstruct your hosts in how they conduct their business within the Omicrons. Obstructing our business may yield messy and unwanted results for you.
Really doesn't matter what name you've chosen - threats as way to do the business is still the same, as your precursors ages ago promised to wipe out Omicron Zoners which doesn't followed their order to leave Omicron region and bury Zoner Expansion into Omicrons. But as you may see, we are still here and doing our task pretty well.
So if you really worry about safety of our family - do not try to force us with taking sides.

Well, unlike my precursors I do not see the same need to wipe out Zoners from the Omicrons. They're people, civilians, traffic. As long as they do not break any laws, I do not see a reason to eradicate them.
If you read my last transmission properly, you would note that I am not asking you to take sides. Merely, I am asking that you give us docking permissions in order for us to conduct our business more efficiently. And also that we know your installation can be trusted. I will not ask anything more from you other than docking rights.
As you may remember, I've been said that PSP was built to fulfill only Phoenix business and layout of station allows only few ships to be docked, which are already used by our ships, taking repairs, there's no way to maintain role of the freeport.
You may threat it as "not taking a side" but Order would. We are not going to interfere nor support your business nor Order. We wouldn't be happy either to have a fleet of Order warships on our doorstep.

Well, I suggest you promptly adjust PSP in order to accomodate the extra docking needs. Of course, we wouldn't keep many vessels docked on your station for long periods at a time, but smaller vessels such as Gunboats and below would be expected to moor there from time to time.
If Phoenix lack the resources required to upgrade the station to a point where it can service multiple vessels, then AP Manufacturing may be of assistance there.
Recently, various Core ships have seen Phoenix ships acting suspiciously within the presence of Order ships. One pilot described that he saw an Order vessel dock on your station, however he lacked legitimate proof to backup that claim therefore I can only take his word for it. I won't press you for it, but if you are giving The Order docking permissions whilst refusing to give them to us, there will indeed be trouble.
And if ultimately we do not get docking permissions in one way or another, you may start seeing Core ships on your doorstep too.
The PSP would stay in current shape, it does not require extra modules, we are not going to abstain from our own goals just because you want to use our station to raid third parties. Though, as you are our neighbor, we are like to show an act of good will and we would let to dock a freighter class vessel on Spaceport for inspection purposes, we have nothing here to hide.
