Good day to whoever may receive this message.
I'm Edwin Pennybrooke, captain of the liner of the same name.
You may remember my name from long ago, some two and a half years if what's left of the records is accurate.
Sadly, the actual transmission seems to have been lost.
To summarize, I went on a strategic intelligence gathering mission in the Tau region on your behalf. I still have the strategic maps I made, actually.
Anyways, you told me back then that if I needed a favour, you would be willing to help me out. And at long last, that time has come.
It isn't a major issue - simply the renewal of my Tau export license, which was no issue the first three times, has now become a problem.
The issue here is "standing with the Kingdom of Gallia". As a civilian liner captain, I have a neutral standing with all houses, including Gallia.
Which was the very reason you contracted me for that intelligence mission in the first place.
I can only assume they wouldn't be too happy upon seeing my reputation info.
So, I was hoping you might be able to contact the BPA on my behalf to get me that license.
Aside from that, with my liner having completed an extensive overhaul at Southampton recently, I'd be willing to work for you again, if you have any similar assignments.

So sorry for the late reply, I have been ever so busy with paper work. Anyway, this is a tricky one. I have seen that you have done a lot of work for us and we appreciated it but this will complicated. We have two options. I can ether request a hacked transponder and get my engineers to install it into your ship showing your hostility to Gallia, or I can try the hard route in contacting the Police Authority directly. What would you prefer?

There is absolutely no need for apologies, I'm certain my schedule is far more lenient than your own, agent Lancaster.
I'm very pleased you are willing to hear my case, and rather surprised you're presenting me with this sort of choice.
It seems to me though that this might be a choice better taken by someone more knowledgeable of the technical aspects of what the former option might imply.
As I myself cannot consider myself to fit that category, I must ask:
What would such a transponder hack exactly entail?
It seems like an interesting solution, but I'd much prefer a more straightforward solution of actually legitimately gaining the license through connections.
Particularly since it would also not force me to display feigned hostility towards Gallic entities, which would rather ruin both mundane passenger flights through territory they consider their own, and the potential for future intelligence missions.
Though that relies on my assumption that you the BIS have a sufficient degree of leverage over the BPA. Of course I'm not familiar with the details of that relationship.
To summarize, I'd much prefer a legitimate acquisition of the license that doesn't involve hacked transponders, if that is at all possible.
Either way, I'm very much thankful for your support.
And as stated previously, I am at your service, both to support my position and in the interest of my home.

The hacked transponder would have shown to the Authorities that you were hostile to Gallia, but in reality it would be a one time use thing. Your normal transponder would then be used when in Gallia Space.
Seeing as my Engineers are dedicated so something far greater and, no offense, you're not to high priority I can't afford to divert the engineers i do have onto helping you. This would mean that I will get in contact with the Authority directly which was your preferred option. I will keep you posted on what is happening.
