When i was trading and scanning some people who passes me i came to wonder myself why the ids have such a strange writeup? If i look at a base and see that infochart it always show the ships it sells, the commodities and so on. The most important is on the top and the description is on the bottom. IF you want to read all that then you scroll down. Usual you do not want to read so that is not needed. When you scan a id you see the description on the top, you need to scroll way down to see what you may and may not do. Would it not be best to do this around? put the important parts on top and the more descriptive part on the bottom for the people who like to read more about a faction?

i think that understanding the lore and history behind the id you are using/encountering is important. if you know this already, you won't be reading it anyway. if you don't know this, you should before you use it

The problems i experience is that there are not many factions i am participating with. When you come across some player who have one of these factions the id mounted, then it would be better to see FIRST what they may and may not do. Piracy is a very important way to provoke roleplay. If i want to know more then I can always decide to check it on the bottom, the manner how you suggested it. you get a Yes from me

And the fact that to anyone who knows the lore behind the ID, the description is just so much fluff, anyways, is yet more reason to put the rules part at the top.

I endorse this idea.

I wish that this happened a lot sooner. I do not like the scrolling for a long time now. We might hope this finally is going to be changed
